There
were no apparent oil stains indicative of leaks or overfilling of the tank, or oil or oil stains within
the secondary containment system noted during the on site tank assessment observations.
Adsorbent and a fire extinguisher were present in the immediate vicinity of the tank.
The tank is located adjacent to a drain that collects rain water which is directed to an on-site
oiVwater separator. Although adsorbent is present in a nearby trash can, no adsorbent "pigs" or
other means of diverting and/or directing a potential tank spill away from the drain exist.
The following is a summary of findings that describes the required components of a Waste Tank
Assessment Report:
(1) Design Standards
According to Mr. Mike Abood, to the best of his knowledge, there are no design
standards, plans or drawings, to which the tank was constructed available for review.
(2) Hazardous Characteristics of Waste Oil
The tank is used to store waste oil, which is a hazardous waste that is considered
flammable under certain conditions, and may contain metals. The steel tank and the
fiberglass secondary containment system are compatible with hazardous characteristics of
waste oil and metals.
(3) Existing Corrosion Protection Measures
The interior of the steel tank is compatible with waste oil. The exterior surface of the
tank was painted to protect the metal tank from rusting. The tank is located within a
secured area beneath a roof reducing the tank and secondary containment system to
exposure from ultraviolet light and from adverse storm conditions.
(4) Age of the Tank System
According to Mr. Mike Abood and to the best of his knowledge, the tank may have been
purchased in 2002 by prior WMI management. Based on this information, the age of the
tank may be approximately 7 years old.
(S) Tank Integrity Testing Results
According to Mr. Mike Abood, during the first week of April 2009, Afford -A -Test was
retained by WMI to perform a pressurized tank integrity test. Apparently, the tank
opening surrounding the funnel channel intake (funnel spout) could not be sealed at the
time of tank testing by Afford -A -Test therefore the tank could not be pressurized and the
Hazardous Waste Oil Tank Assessment Repon 3 NES, Inc.
Waste Management.
