To the best of his knowledge, Mr. Abood was not aware of prior <br />tank testing conducted before the April 2009 attempt by Afford -A -Test. <br />RECOMMENDATIONS <br />Continue daily inspections and documentation of the tank and the secondary containment <br />system. Submit and maintain completed daily inspection checklists in accordance with WMI's <br />Waste Oil Management Program requirements. <br />Secure the tank with the appropriate nuts and bolts tightened to the correct torque using the <br />existing tie -down straps. <br />If the tank opening surrounding the funnel channel intake can not be sealed to permit the tank to <br />be pressurized to facilitate the completion of non-destructive pressurized testing, then select <br />another form of non-destructive testing such as ultrasonic steel thickness mapping, die penetrant <br />weld -seam leak testing, radiograph x-rays of welds or similar integrity tests that do not require <br />pressurizing the tank. <br />Conduct a non-destructive tank integrity test and maintain test results with this Hazardous Waste <br />Oil Tank Assessment Report. Perform non-destructive tank integrity testing every 5 years, at a <br />minimum. According to 22 CCR §66265.192, this Hazardous Waste Oil Tank Assessment <br />Report, and subsequent tank integrity tests, must be kept on file at the Central Valley Transfer <br />Station facility, in Lodi, California, until closure of that facility. <br />Place emergency name and phone number information on the tank. <br />Place traffic bollards in front of the tank to provide traffic protection. <br />Adjacent to the tank, place adsorbent `pigs', drain covers, or other means of diverting and/or <br />directing a potential tank spill away from the drain. <br />CERTIFICATION <br />This Hazardous Waste Oil Tank Assessment Report was reviewed and certified by an <br />independent, qualified, professional engineer, registered in California. Refer to Attachment B, <br />Engineer's Certification. <br />LIMITATIONS <br />Services were provided by NES in accordance with the existing standard of care practiced by <br />similar professionals in Northern California at the time services were provided.
