CONTINUATION FORM Page 3 of 5 <br />OFFICIAL INSPECTION REPORT September 27, 2006 <br />Commercial Truck & Equipment, LLC <br />1.) Violation T 22 CCR 66262.12 (a)- Managed a hazardous waste without an EPA <br />number- Observed Auto Dismantling of retired refuse vehicles at Central Valley <br />Waste Services 1333 E Turner Road, Lodi. Observed fluids draining from vehicle <br />components. Fluids leaking from components left unattended. Observed waste <br />collection that did not employ Best Management Practices. <br />Cease and desist dismantling operations without EPA number. <br />2.) Violation T 22 CCR 66265.31- Facility not maintained to minimize the release of <br />hazardous waste- On-going releases of hazardous waste onto asphalt. No effort to <br />contain releases from vehicle components was made prior to inspection. <br />Contain all on-going releases of hazardous waste releases. <br />3.) Violation T 22 CCR 66262.34- Failed to properly label containers of hazardous <br />waste- Various unlabeled and improperly labeled containers holding hazardous <br />waste were observed throughout work area. Three 250 -gallon totes partially filled <br />with waste oil had no labels. Observed several smaller open -top containers with <br />oil and fuel filters (un -drained). <br />Properly label all containers holding hazardous waste. <br />4.) Violation T 22 CCR 66265.173(x) -Failed to keep containers of HW closed <br />except when adding/removing HW- Uncovered containers of hazardous waste, oil <br />filters, and used engine parts were observed on the ground around dismantling <br />operation. Observed several smaller open -top containers with oil and fuel filters <br />(un -drained). Large drain pan with waste oil being stored in work area. <br />Keep containers of hazardous waste closed except when adding/removing <br />hazardous waste.
