 i •
' immediate vicinity of heavy equipment will wear hard hats, steel toe
work boots, and hearing protection, if necessary.
' Worker exposure to potentially unstable excavations will be mitigated
by preventing worker entry into any and all pits. All excavations
deeper than four feet must be properly shored and trenched in
accordance with OSHA 29 CFR 1926.650-653. Soil sampling will be
conducted via the use of a backhoe; soil samples (from beneath the
tanks) will be collected in the backhoe bucket. The samples will then
' be obtained directly from the backhoe bucket.
Traffic safety will consist of placing traffic cones around the work
area. If appropriate, field vehicles will also be positioned to protect
the immediate work zone.
' If field work is performed during warm weather, air temperatures
will be monitored during work activities. Workers will be instructed
to be alert for signs and symptoms of heat stress. Frequent rest
periods will be taken in a shady location. During rest periods,
workers will be instructed to drink plenty of fluids.
Chemical Hazards
' Exposure to petroleum products liquids and/or vapors are anticipated
to be low. Prior to excavation the tanks will be emptied of residual
product. Vapors remaining in the tanks will be inerted by the
' addition of an appropriate quantity of dry ice and monitored through
the use of an explosimeter and/or oxygen level meter.
Worker protection for petroleum vapors will consist of Level D at the
start of field work. This protection level will include the use of nitrile
gloves, chemical-resistant overboots, as well as frequent monitoring
with an organic vapor monitor and benzene-sensitive Colorimetric
' Indicator Tubes. Half-face respirators will be readily available near-
by. If conditions warrant, the level of protection will be upgraded to
Level C which will include, at a minimum, protective clothing and a
' half-face air-purifying, canister-equipped respirator. Table 4-1
shows the action levels and appropriate personal protective
equipment for all tank removal and sampling activities.
Training
A well-equipped First Aid Kit will be available at all times on site for
' minor injuries. All ERM-West field personnel are trained in the use
of the First Aid Kit, and have completed the 40-hour course in Health
4-2
1
