of the facility's contingency plan, all operations and activities at the <br /> facility, the location(s) of all applicable emergency response records <br /> for the facility, and the facility layout. These people have the <br /> authority to commit the necessary resources needed to carry out the <br /> contingency plan and the responsibility to respond to the emergency as <br /> described in Section 5, Emergency Response Procedures. <br /> 3. Employee at the Scene <br /> The responsibilities of an employee arriving at the scene of a fire, <br /> explosion, or spill are: <br /> a. To immediately report the emergency to an Emergency Coordinator. <br /> b. To provide the following information to the Emergency Coordinator: <br /> 1) Caller's name, telephone number, identification. <br /> 2) Location and type of emergency. <br /> 3) Source of spill, if known. <br /> C. To remain at the scene to prevent other people or vehicles from <br /> entering the emergency area until relieved by the Emergency <br /> Coordinator. Barricade the area, if possible. <br /> d. To initiate action to stop the source of the spill, if possible. <br /> 4. Hazardous Materials/Waste Coordinator <br /> The responsibility of the Hazardous Materials/Waste Coordinator is to <br /> ensure that waste and debris are disposed of according to applicable <br /> state and federal regulations. <br /> 7-3 <br />
