SUMMARY <br /> On February 10, 2003, a complaint(Attachment 1)was received stating that an underground <br /> storage tank(UST)had been removed illegally on this date around 12 p.m. to 1 P.M. Steven C. <br /> Shih,REHS, investigated this complaint on site. <br /> Mr. Shih attended an on-site inspection with Ms. Kerry Simpson, City of Tracy, Community <br /> Preservation Manager;Pat Zona, City of Tracy, Code Enforcement;Mark Mehring, City of <br /> Tracy, Fire Department; and Captain Mark Richardson, City of Tracy,Fire Department. There <br /> was an approximately 300—400 gallon UST sitting on the east side of this property(Attachment <br /> 2). The neighbors,Mr. &Mrs. Pennell,told Mr. Shih that"...this UST was removed around <br /> noon today by W.C. Maloney." W.C. Maloney appeared to have removed this UST from <br /> underground and backfilled the hole and put the removed UST on the same location. There are <br /> two, approximately two-inch openings, and one, approximately one-inch opening on top of the <br /> UST. There was a hydrocarbon odor that appeared to be coming from the liquid inside the UST. <br /> There was no sign of spillage around the UST. In addition,Mr. Shih observed an abandoned <br /> well in the middle of the property about 140 feet south of the street. The sanitary seal was not <br /> properly secured and there were holes around the decayed steel casing. Mr. Shih also noted the <br /> destruction of a septic tank on the property. <br /> Captain Richardson monitored the UST with a vapor detector and found a 14%LEL from the <br /> indicatedUST opening which the material inside was a <br /> able liquid (Attacent 3). <br /> Simpson stated that if he owner didn't hire a contractor to corrrect this hazard the city would s <br /> correct it and bill the owner. <br /> On February 11, 2003,Mr. Shih received an e-mail from Ms. Simpson stating that the owner of <br /> this r.Benjamin <br /> 15-1280;home: <br /> 830 9712, faxerty :830-777 8)Mr. Dannyh o was nformed about the sin.
