� s • <br /> ' 2.1 Pre-UST Closure Activities <br /> ' Pre-UST closure activities included permitting and preparation of a Workplan for the <br /> SJEHD. <br /> ' 2.1.1 Permitting And Workplan <br /> PSI developed a permit application for the in-place closure of the UST located at the <br /> ' Subject Property. PSI submitted the permit application to the SJEHD on October 20, <br /> 2011 and received permit approval on October 26, 2011. PSI also submitted a <br /> Workplan for the in-place closure dated October 20, 2011, which was approved by the <br /> SJEHD on October 24, 2011. <br /> A copy of the approved Permit and Workplan are included in Appendix A. <br /> 2.1.2 UST Preparation <br /> ' Equipment to prepare the site for in-place closure of the UST was mobilized to the <br /> project site by All Chem, a PSI subcontractor, on October 25, 2011. All Chem removed <br /> the overlying soil to uncover the UST using a backhoe. <br /> ' 2.2 In-Place UST Closure Activities <br /> On October 26 and 27, 2011, under the supervision of Mr. Jeff Wong of the SJEHD, PSI <br /> completed the following tasks in-place closure of the UST; <br /> ' ➢ Excavated tank covering and exposed tank top. <br /> ➢ Checked LEL levels within the UST and applied Organic Vapor Suppressant and Dry <br /> Ice to reduce the LEL and oxygen levels to 0% and 2.3%, respectively, as measured <br /> by All Chem and witnessed by Mr. Wong of the SJEHD. <br /> ➢ Removed debris and contaminated solids currently present in a small volume at the <br /> ' bottom of the UST, with shovels and segregated within 55-gallon open-top, DOT <br /> rated drums. Approximately 100 gallons of residual diesel/water/soil was pumped <br /> out/removed from the UST and stored in two 55-gallon drums. The drums were left <br /> ' in a secure location on site; pending proper transport and disposal (see Section <br /> 2.3.2). <br /> ➢ Cleaned interior of the UST with a simple green and water solution using rags and a <br /> ' mop handle. Containerized any equipment used to clean the UST within the 55- <br /> gallon open-top, DOT rated drums. <br /> ➢ Backfilled the cleaned UST shell, with five cubic yards of 2 sack sand slurry, as <br /> ' witnessed by Mr. Wong. <br /> Visual and olfactory indications of stained soil were noted during the in-place closure <br /> activities. Excavated soil was stockpiled for future sampling and disposal. The UST was <br /> observed to have minor holes that grew larger during the cleaning of the UST. <br /> Groundwater was not encountered during in-place closure; however water was noted <br /> ' within the UST and was removed as stated above.
