PERMIT/SERVICES <br />3201 Old Glenview, Suite 300 <br />Wilmette, IL 60091 <br />Re: Revision to UST Removal Permit Application SR0068638 <br />1533 Lindsay, Stockton, CA 95205 <br />San Joaquin County Environmental Health Department (EHD) has reviewed the February 24, <br />2014 and February 27, 2014 revisions to the previously approved permit application to <br />remove four 20,000 -gallon diesel, one 1,000 -gallon gasoline (split tank), one 1,000 -gallon <br />ATF (split tnak), one 6,000 -gallon motor oil, and one 6,000 -gallon used oil underground <br />storage tanks (UST) at the above referenced facility. The revisions propose the following: <br />- Modifying sampling firm to Ground Zero Analysis, and the laboratory to Argon <br />- Removing the liquid brine solution on site and disposing it to 21" Century Environmental <br />Management in Nevada. In a conversation with Marty Thorpe, the brine will be placed in <br />an excavation covered by 6 mil black plastic before removing by vacuum truck. This was <br />subsequently confirmed by Robert Kubena of City of Stockton Fire Department who had <br />a similar conversation with Marty. <br />- Crushing the inerted and triple -rinsed fiberglass tanks and disposing them to Forward <br />Landfill. In a telephone conversation with City of Stockton Fire Department on February <br />28, 2014, crushing is acceptable if the tanks have been tested to be inert under Fire <br />Department supervision. <br />The revisions to the permit application have been approved with conditions as follows, in two <br />sections, 1) Conditions of the previously approved permit that are still in effect, and 2) the <br />new conditions of the revision: <br />1) Previous conditions <br />1. If the removed backfill material and soil is found to be contaminated it must be disposed <br />of at an approved disposal location. Treatment of soil onsite can only be performed under <br />a hazardous waste treatment permit. <br />2. Inert USTs with at least 30 pounds of dry ice per 1,000 gallon volume, and any additional <br />amount if required by the Fire inspector on site. <br />3. A copy of the submitted "Health and Safety Plan" must be on the jobsite for review. <br />4. See "sampling protocol" on pages 7 & 8 of the permit application for required analytical <br />tests and number of samples to be taken and witnessed by EHD. <br />5. An inspector from Stockton Fire District must be on site to verify the tanks are inert the <br />day of the tanks' removal. <br />
