(209)468-3420 Fax: (209)468-3433 Web:www.sigov.org/ehd <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> RALEYS FUEL STATION M56 4219 E MORADA LN, STOCKTON July 20, 2017 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item # Remarks <br /> 206 CCR 2712 Failure to comply with UST operating permit conditions. <br /> An invoice 808651 was found at the site for the replacement of"vac sensor" on 12/23/2016. The Environmental <br /> Health Department(EHD)was not notified of the replacement of the sensor. Either provide documentation that the <br /> EHD was notified of the"vac sensor" replacement or submit a permit application for the sensor replacement. <br /> This is a minor violation. <br /> 209 CCR 2715(c) Designated operator did not inspect all required items and/or the inspection reports not completed. <br /> The designated operator failed to document all the alarms from the attached alarm history on the 8/16/2016 and <br /> 4/14/2017 designated operator monthly inspection reports and failed to check that they were responded to <br /> appropriately. The missing alarms include: T1: Unleaded Overfill alarm on 8/5/2016; and Q4 diesel Periodic Line <br /> Fail alarm on 4/8/2017. During the monthly inspection, the designated operator shall review the alarm history for the <br /> previous month, check that each alarm was documented and responded to appropriately, and attach a copy of the <br /> alarm history with documentation taken in response to any alarms to the monthly report. <br /> The designated operator did not print the alarm histories from the Veeder Root panel for L8, L26, S2, S3, S5 and S7 <br /> during the designated operator monthly inspection on 9/20/2016, and did not print the alarm histories for L25 and <br /> L27 during the designated operator monthly inspection on 7/14/2017. Ensure that designated operators performing <br /> monthly inspections at this facility are including all of the required information on the reports. <br /> This is a minor violation. <br /> 316 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003). <br /> Water was found in the 87-, 91-and diesel-product submersible turbine pump (STP) sumps and the 87-, 91-and <br /> diesel-product fill sumps. Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. The service technician removed approximately one cup of <br /> liquid from each of the STP sumps, approximately one-quarter cup of liquid from the 87-product fill sump, <br /> approximately one cup of liquid from the 91-product fill sump, and a trace of liquid from the diesel fill sump and <br /> returned the sensors to their proper locations. Immediately contact a properly licensed, trained, and certified <br /> contractor to address the water intrusion into the three STP and fill sumps, as well as a permit application to the <br /> EHD, if appropriate, based on the scope of work. <br /> This was corrected on site. <br /> This is a repeat violation, Class II, <br /> FA0016523 PR0524617 SCO01 07/20/2017 <br /> EHD 23-01 Rev.09/22/16 Page 5 of 7 Underground Storage Tank Program OIR <br />
