a
PACIFIC GAS AND ELECTRIC COMPANY ✓ d
EMERGENCY RESPONSE PLAN FOR
TRACY MAINTENANCE STATION
PATTERSON PASS ROAD AND HW 205
TRACY, CALIFORNIA
Pacific Gas and Electric Company incorporates double walled tanks
for the storage of its fuel at the Tracy Maintenance Station .
Leaks in the primary tank will be detected by a leak monitoring
device and will activate a audible and visual warning . Upon
confirmation of a leak in the primary tank , the leaking tank will
be removed and replaced as soon as possible.
In the event a leak is detected in the primary tank , the
following procedure will be followed :
1 . Put out all flames and other sources of ignition in the area
of the tanks .
2. If the vapor or liquid at the surface presents a nuisance or
fire hazard , the area of contamination will be barricaded .
3. Absorbent is stored on site and will be used , as necessary
to collect standing liquid . Additional site remediation to
protect human health and the environment will be provided , as
needed , based on further consultation with appropriate local
and state agencies .
4. All unauthorized releases will be reported to the San Joaquin
County Air Pollution Control District, the San Joaquin Local
Health District, and other government agencies as
appropriate.
5. If tests indicate the piping ( rather than the tank ) is
leaking , lower the liquid level in the tank and take the
pumps out of service. If the tank body is leaking , remove
the contents of the tank ASAP with a tanker truck . If the
product stored is gasoline, leave a 4- to 6-inch layer in the
tank to assure a rich, non-explosive vapor mixture and to
avoid contaminating the product with sludge. This will be
removed before excavating the tank .
6. Notify the Environmental Engineer in Walnut Creek at
Extension 5B3-4220. Also notify the your Safety Engineering
Representative.
7 . Notify the local permitting agency and/or fire department by
telephone of actions taken . Follow up with a letter within 5
days.
8. Repair piping or implement the tank closure procedure as
appropriate.
