0 0 <br /> Tracy Maintenance Service Center <br /> vi) Federal High Concentration PCB Spills (over 499 ppm or more than one <br /> pound of pure PCB) <br /> a) Cleanup: <br /> 1) Cleanup shall be initiated within 24 hours of when the <br /> Company is first made aware of the spill. It is expected <br /> that every effort will be made to clean up high <br /> concentration spills expeditiously. Initiation of cleanup <br /> may only be delayed beyond 24 hours in case of civil <br /> emergency, adverse weather conditions, lack of access or <br /> emergency operating conditions. If start of cleanup is <br /> delayed beyond 24 hours, records must be kept that <br /> indicate the type and duration of circumstances that <br /> precluded rapid response. The occurrence of a spill on a <br /> weekend or overtime cost are not acceptable reasons to <br /> delay cleanup. <br /> 2) For spills in this category, the first company representative <br /> at the spill site must barricade and restrict an area <br /> encompassing all visible traces plus at least a 3 foot <br /> lateral buffer and place a clear visible sign advising <br /> persons to avoid the area. <br /> ! 3) Use absorbent material to collect freestanding liquids for <br /> deposit in approved containers. <br /> 4) Remove soil and vegetation to clean up all visible traces <br /> of liquid or stains plus a three foot lateral buffer and a <br /> minimum ten inches depth. Deposit contaminated material <br /> and debris in approved containers. Restore property to its <br /> original condition. <br /> 5) Double wash/rinse all solid surfaces such as walls, <br /> sidewalks, streets, cars, etc., capturing waste liquid with <br /> absorbents for deposit in approved containers. <br /> 6) When easily replaceable property such as furniture, toys, <br /> clothes, etc. are contaminated, it is recommended that <br /> these items be replaced rather than decontaminated. <br /> 7) Manage all cleanup material and debris as federal <br /> hazardous waste. <br /> 8) Post cleanup testing is necessary to verify that PCB <br /> contamination is below 10 ppm for soil and 10 micrograms <br /> per 100 square centimeters for solid surfaces. Because of <br /> the complexity of post cleanup test sampling, this activity <br /> shall be coordinated by the PCB coordinator using the <br /> local Environmental Consultant and resources from <br /> Technical and Ecological Services or a qualified PCB spill <br /> cleanup contractor. <br /> Page 59 <br />
