However, local <br /> agencies may request additional sampling. <br /> 8) For known spills where it is difficult to determine the spill <br /> boundaries by visible traces, the Company is required to <br /> use a statistical sampling method to determine the spill <br /> boundaries. Contact your local Environmental Consultant <br /> for advice on how to do the sampling. Examples of where <br /> this situation may occur are spills on wet ground or where <br /> oil is sprayed under high pressure. If statistical sampling <br /> is used to determine the spill boundaries, then it must also <br /> be used for post cleanup testing. <br /> b) Documentation: <br /> The documentation procedures and requirements for mineral oil <br /> spills (PCB less than 5 ppm) also applies to Federal low <br /> concentration PCB spills. Additionally, the PCB/Oil Spill or <br /> Leak Report (Form 62-3685) shall be completed and must <br /> include a signature of the responsible supervisor in the Cleanup <br /> Certification block. This form shall be included in the <br /> documentation retained. <br /> C) Transportation: <br /> 1) PCB Shipping Notice is required for all shipments from the <br /> field to the nearest service center. The vehicle must also <br /> have a copy of the current Hazardous Material <br /> Transportation License issued annually by the CHP, a <br /> copy of the Department of Transportation Emergency <br /> Response Guide (Guide 31), and a copy of the annual <br /> PCB Transportation Variance. All approved containers <br /> (holding waste equipment, insulating fluid or spill debris of <br /> unknown concentration) known to contain 50 ppm or <br /> greater PCB shall be marked with an EPA "Caution PCB" <br /> adhesive label (ML label). Non-leaking, in-service <br /> electrical equipment with less than 500 ppm PCB are not <br /> required to be marked with the ML label. <br /> 2) Transport vehicles loaded with PCB containers (not <br /> transformers) with 45 kg or 99.4 lbs. (13-1/2 gallons) or <br /> more of PCB's (50 ppm or greater) in the liquid phase or <br /> one or more PCB transformer(s) (500 ppm or greater) <br /> must display the EPA "Caution PCB" label on the front, <br /> rear, and sides of the vehicle. <br /> Page 58 <br />
