In February 2004, PSI proposed Blueline Technologies' Split Repair Boots for the repair and
rectification of the sump piping/conduit penetrations, as Blueline technologies reported this
product line to be UL -listed and approved.
Further investigation by SJCEHD and PSI determined the specific product(s) proposed to not
be covered by the UL file cited and provided by Blueline Technologies. Blueline responded with
a commitment to secure UL approval of the referent product as soon as possible.
In June 2004, to expedite the completion of SB -989 testing and achieve compliance, YRC (YTI)
commissioned PSI to revise the initially proposed scope of work for the repair and upgrade of
the UST sumps, to incorporate alternative options for non-destructive compliance upgrade of
the UST sumps, for which UL listed components are available.
PSI prepared and submitted the revised scope of work to SJCEHD for approval. In September
2004, PSI received approval by SJCEHD for the proposed scope of work and permit
application.
In October 2004, following the completion of the proposed scope of work for the installation of
penetration boots, PSI performed SB -989 testing of UST sumps, annular space, and product
line secondary containment piping. All line testing passed. All annular space testing passed.
The SOAP TANK sump passed. Six UST sumps failed. (see Secondary Containment Testing
_ Report Form, 10/26/2004) (Steven Shih, R.E.H.S., inspector)
In November 2004, following completion of sump repairs and fiberglass work, PSI performed
SB -989 testing of five (5) of the failed UST sumps. All sumps passed. (see Secondary
Containment Testing Report Form, 11/22/2004) (Michelle Le, R.E.H.S., inspector)
In December 2004, following the completion of sump repairs and fiberglass work on the
remaining UST, PSI performed SB -989 testing of the remaining UST sump. Sump testing
passed. (see Secondary Containment Testing Report Form, 12/2/2004) (Dennis Catanyag,
R.E.H.S., inspector)
Project Summary
As of December 2, 2004, Yellow Roadway Corporation (YRC) (formerly Yellow Transportation
Incorporated) (YTI) has successfully performed, completed, and passed all required SB -989
testing procedures for the seven (7) existing active UST systems operated at the referent site.
Secondary Containment Testing Report Form(s) for the testing/inspection events described
herein are attached.
Please call with any questions or concerns you may have, or if PSI can be of additional service,
at (562) 597-3977, ext 211. We look forward to working with you on future projects.
Respectfully submitted,
PROFESSIONAL SERVICE INDUSTRIES, INC.
Michael Sills
Senior Project Manager
Professional Service Industries, Inc.
OF
