Main St., Stockton, CA 95202-3029
Ms. Rivera:
This letter is in response to your April 13, 2010, Underground Storage Tank(UST)Program Inspection
Report, resulting from your inspection at the YRC, Inc., facility located at 1535 E. Pescadero Avenue in
Tracy, CA. (See attached):
Item#6: Monitoring and/or response plan is not onsite.
Response: The monitoring/response plan is onsite and attached to a clipboard above the Veeder Root
tank monitor console. (See attached photograph)
Item#7: Maintenance & monitoring records not maintained 3 years. The alarm history listed an
alarm on L3 (T1 sump) that was not addressed in the facility alarm log or the D.O. monthly
report.
Response: The 10/13/09 L3 fuel alarm(Tl sump) was noted in Tanknology's 11/6/09 DO report. (See
attached) In this report, please note that in the page 2 notes of the DO "Monthly Visual Inspection
Checklist"the T1 sump was inspected and was "visually confirmed dry/clean."
Item#11: UST monitoring equipment is not installed or maintained to detect a leak at the earliest
opportunity.
Response: Our service contractor, Covey Engineering, has submitted a permit on 4/27/10 to replace two
of the four sensors noted in your inspection report. The sensors that are being permitted to be replaced
are for the waste oil (T6) annular space and waste oil (1-14) sump. According to Covey Engineering,
two of the sensor cords, the gear oil (T4) and motor oil (T5) cords, have enough slack in them to wrap
the annular sensors completely around these tanks so that the sensors will rest at the lowest possible
position to detect a leak. Covey Engineering is waiting on approval from the County to complete this
work.
Item#19: Overfill prevention system was overridden.
