The designated <br />operator shall train facility employees for which he or she is responsible in the proper operation and maintenance of <br />the UST system once every 12 months. The training shall include, but is not limited to: <br />1. Operation of the UST system in a manner consistent with the facility's best management practices <br />2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan <br />3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br />4. Name of the contact person(s) for emergencies and monitoring equipment alarms <br />Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of <br />the training records that include the HIRE DATE to the Environmental Health Department (EHD). <br />This is a minor violation. <br />301 <br />HSC 25292.1 UST system is not operated to prevent unauthorized release, including spills and overfills. <br />All releases in secondary piping in the piping sump of the Soap Tank (TA0249501) do not flow to a collection sump. <br />The boot was clamped shut and the Schrader valve was open but pointing upward. The underground storage tank <br />system shall be operated to prevent unauthorized releases. The service technician turned the Schrader valve so <br />that it pointed downward such that releases in secondary piping will flow into the secondary containment sump. <br />This was corrected on site. <br />This is a Class II violation. <br />306 <br />CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br />The 205 sensors in the piping sumps of the Gear Oil and Anti -freeze underground storage tanks (USTs) were <br />leaning over at an approximately 45 degree angle. Also the 205 sensor in the piping sump of the Anti -freeze UST <br />was located on the saddle, approximately two inches above the lowest point of the sump and not located to detect a <br />leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br />possible opportunity. The sensor was relocated to the lowest point of the sump by the service technician. Ensure <br />that all monitoring equipment is maintained to detect a leak at the earliest opportunity. <br />This was corrected on site. <br />This is a repeat violation, Class Il. <br />308 <br />CCR 2636(f) Failed to maintain a continuous monitoring system that activates an audible and visual alarm. <br />The Waste Oil (TA0249504) piping sump 208 sensor failed to activate an audible and visual alarm when tested to <br />ensure continuous monitoring of the tank system. All monitoring equipment shall be maintained to activate an <br />audible and visual alarm. The sensor was replaced and retested during the inspection.
