Page 1 of 7 <br /> <br /> ATTACHMENT I <br />Community Development Department – Planning Division <br />Consolidated Conditions of Approval <br />May 11, 2016 <br /> <br />Project Name: Pilot Flying J Travel Center <br />File Numbers: PRZ-15-54, ANX-15-55, CUP-15-57 and SPR-15-56 <br />Project Address: 10998 Harlan Road (APN: 193-330-30) <br /> <br />The following list of conditions shall be incorporated into the final construction plans and development phases of the project. <br />The list of conditions are not intended to be all-inclusive or a comprehensive listing of all City or district regulations. Please <br />note that additional comments and/or conditions may be added pending the response to the comments noted below and/or <br />changes to the proposed project. The following comments and conditions of approval are based on the application and <br />diagrams dated September 22, 2015. <br /> <br />PLANNING <br /> <br />1. The City Council is scheduled to consider the certification of the Lathrop Pilot Flying J <br />Environmental Impact Report (EIR) with Mitigation Measures specific to development of this <br />project (SCH #2015102062). The Draft and Final EIR and the associated Findings of Fact, <br />Statement of Overriding Considerations and Mitigation Monitoring and Reporting Program <br />(MMRP), are incorporated by reference into this list of conditions (attached). <br />2. Prior to any ground disturbance, the project shall consult with the San Joaquin County Multi-Species <br />Habitat Conservation and Open Space Plan (SJMSCP) for biological coverage, mitigation and <br />participation in the plan. Participation in the SJMSCP satisfies requirements of both the State and <br />Federal endangered species acts, and ensures that the impacts are mitigated below a level of <br />significance in compliance with the California Environmental Quality Act (CEQA) (see Mitigation <br />Measure 3.3-1). <br />3. Subject to the requirements of Lathrop Municipal Code (LMC) Section 17.100.130, future revisions <br />to the Site Plan (SPR-15-56) shall be reviewed and approved by the Community Development <br />Director, provided such revisions are deemed “minor.” <br />4. CUP-15-57 and SPR-15-56 shall expire eighteen (18) months from the date of the formal annexation <br />by the San Joaquin Local Agency Formation Commission (SJ LAFCo) approval unless: <br />a. All necessary building permits have been secured and remain in force. <br />b. All necessary permits from other agencies have been secured and remain in force. <br />c. An applicant request for one (1) permit extension of up to 18 months if submitted to the <br />Planning Division prior to the permit expiration date. <br /> <br /> <br />City <br />of
