Page 2 of 7 <br /> <br />5. The applicant shall submit appropriate plans to the Community Development Department for plan <br />check and building permit. Final site plan, elevation, landscaping and irrigation, exterior lighting <br />and site improvement plans and details, etc. shall be reviewed and approved by the Planning <br />Division. Any significant change or modification to the approved plan is subject to review and <br />approval by the Community Development Director. <br />6. A Master Sign Program for the project shall be prepared and submitted for review and approval by <br />the Planning Division per Chapter 17.84 of the Zoning Code. All signs shall require a Planning <br />Division Sign Design application and a separate Building Permit application, subject to review and <br />approval of the Planning and Building Divisions. <br />7. Proposed fencing materials and location for the project shall be reviewed as part of the Building <br />Plan Check process. <br />8. Proposed lighting for the project is a Significant and Unavoidable Impact to Aesthetics and Visual <br />Resources, as discussed in detail in the Final EIR (Impact 4.2), dated April 2016. The project is <br />subject to lighting and design guidelines that would reduce potential adverse impacts associated <br />with light and glare to the extent feasible. On-site lighting is required to use cut-off type fixtures to <br />minimize visibility from adjacent areas and light fixtures shall be the appropriate size and height <br />given the activities for which they are designed and arranged as to deflect light away from adjacent <br />properties. <br />9. Applicant shall submit a Stormwater Management Plan with the Building Permit application, in <br />accordance with the City of Lathrop Public Works Dept. Storm Water Development Standards <br />approved June 3, 2008 by City Council Reso. No. 08-2636, to be reviewed and approved by the <br />Building and Planning Divisions and Public Works Department. <br />10. Due to a portion of the stormwater drainage basin being located on a separate legal parcel, a deed <br />restriction shall be recorded on the subject property (APN 193-330-30) as well as the adjacent <br />property (APN 193-330-28), which details use of the on-site stormwater drainage basin and future <br />obligations to provide on-site stormwater retention in the event that the stormwater drainage basin <br />changes use, size and/or capacity. The deed restriction shall require that on-site stormwater <br />retention be required for the subject property (APN 193-330-30) in perpetuity. Applicant shall <br />provide the language for deed restriction for City review and approval as part of the Building Plan <br />check process. The deed restriction shall be recorded on both affected parcels prior to issuance of a <br />Certificate of Occupancy for the Pilot Flying J project. <br />11. All landscaping for the proposed project shall be constructed in accordance with the Lathrop <br />Municipal Code. Compliance with this condition shall include a submittal of a final landscaping <br />and irrigation plan, with location, variety, irrigation, and other information necessary to determine <br />compliance with requirements, for review and approval by the Planning Division. Landscaping and <br />irrigation must be consistent with the City’s Water Conservation Requirements (LMC 17.92.060) <br />and the State Water Efficient Landscape Ordinance (AB 1881). All landscaping and irrigation for <br />this project shall be installed and completed prior to Final Inspection and/or issuance of a Certificate <br />of Occupancy. <br />12. All trash enclosures shall include a covered roof, sewer drain connection and grease interceptor. <br />Details and/or alternative designs shall be subject to review and approval of the Planning and <br />Building Divisions and Public Works Department. The trash enclosure design and color shall be in <br />substantial conformance with the submitted Elevations, dated August, 5, 2014. <br />13. Bicycle parking shall be installed consistent with Chapter 17.76.120 of the LMC.
