4.0 MITIGATION MONITORING AND REPORTING PROGRAM <br /> <br />4.0-10 Final Environmental Impact Report – Lathrop Pilot Flying J <br /> <br />ENVIRONMENTAL IMPACT MITIGATION MEASURE MONITORING <br />RESPONSIBILITY TIMING VERIFICATION <br />(DATE/INITIALS) Works Department Impact 4.17: Under Cumulative Conditions, Project Implementation Would Exacerbate Levels Of Service at the McKinley Avenue / Roth Road Intersection <br />Mitigation Measure 4.17-1: The project applicant shall pay its fair share <br />toward improvements to the McKinley Avenue / Roth Road intersection. The <br />project’s fair share traffic contribution to these improvements is projected to <br />be eight (8) percent 1 of the total cost of signalizing this current side-street <br />stop controlled (SSSC) intersection. As an alternative, the Lathrop traffic <br />mitigation fees may be amended to include a traffic signal at the McKinley <br />Avenue/Roth Road intersection, and payment of the mitigation fee would <br />mitigate this impact. The following mitigation measures would be necessary <br />to provide acceptable operations under cumulative conditions: <br />• Install traffic signal control at the intersection. An evaluation of all <br />applicable signal warrants should be conducted and additional <br />factors (e.g., congestion, approach conditions, driver confusion) <br />should be considered before the decision to install a signal is made. <br />City of Lathrop Community Development Department and the City of Lathrop Public Works Department <br />Prior to project obtaining a building permit <br />Impact 4.18: Under Cumulative Conditions, Project Implementation Would Result In Unacceptable Levels Of Service At The Project Driveways <br />Mitigation Measure 4.18-1: The project applicant shall pay its fair share <br />toward the widening of Roth Road. This project includes the addition of a <br />two-way left turn median in the center of Roth Road for vehicles entering and <br />exiting the project site.
