a • 2. •
b. The air pressure tests as required by NFPA 30 and
your office at that time were made and witnessed by
Mr . James Miller from your office , Mr . Cunningham
from the Fire Dept. , and a gentleman from APCD. This
was done on 10-29-85.
c . We fail to find anywhere in the August 1985 Calif .
Underground Storage Tank Regulations as published by
the Calif. Water Resources Control Board , where a
"Precision" test is required on a doublewall tank
prior to its being put into operation or at any time
during its life .
d . Granted a copy of the Calif. Health and Safety Code
which you forwarded to us does so state . However
since I do not have the entire publication , I cannot
tell when this section of this code was adopted by
the State and further when San Joaquin County adopted
it . We call your attention to the fact that ourper-
mit was issued on 10-9-85 . I feel that this coulc not
have gotten into the Safety Code until after adoption
by State Water Resources Board as they are the ores
that "godfathered" the whole concept and regulations
on doublewall tanks .
e . Due to the fact that these are doublewall tanks ,
properly tested and inspected when installed , no
on a daily monitoring basis , a "Precision" test at
this time would only serve to be an added financial
burden on Mr . Franzia the owner of Bobcat Central .
Sincerely
Keith A . Tallia
President
KAT/ko
cc: Bobcat Central
file 85-223
