559-445-6378
559-445-6236(FAX)
From: Kasey Foley [EH] [mailto:KFoley(csjcehd.com]
Sent: Monday, November 17, 2014 3:13 PM
To: Goewert, Clemens@DOT
Cc: Jeff Wong [EH]
Subject: RE: Results/EDD/Invoice - LINDEN UST Removal (1403251) - State Route
Mr. Goewert,
Jeff Wong forwarded your test results to me. Can you please explain what the term "recomposite' means in relation to
the tank samples. The purpose of analyzing the tank contents was to determine whether it was hazardous waste or
not. The results indicated it was hazardous waste so we would expect the tank to be handled as hazardous waste. I am
unaware of any practice where a lab is allowed to remove the hazardous portions of a sample to render it non-
hazardous, that would render the sample results unacceptable to this department.
If you would like to resample with Jeff Wong as a witness we can schedule that but please be aware that all time Jeff
Wong is spending on this project is billable at the Environmental Health Department's hourly rate of$130 per hour.
Thank you.
Kasey Foley, REHS
Program Coordinator
San Joaquin County Environmental Health Department
1868 E. Geocon then had the lab recomposite the tank contents
samples, while making sure there was no metal from the tank in the soil sample. The result of the reanalysis
for lead is attached. The lead concentrations totally changed.
Bob Kimball is checking with Ostrom Landfill to accept the waste.
2
