Maintenance dated 10/23/17 indicated that brine was added to dispenser 9/10, and that <br />there is a possible "leak into ground." On the 5/12/17 designated operator monthly inspection report, the work order <br />by B.Z. Maintenance dated 4/26/17, indicated that brine was added to dispenser 3/4, but no additional follow up was <br />documented. The sensors monitoring the liquid level in the interstitial space shall be maintained so that a breach in <br />the primary or secondary containment is detected before the hazardous substance is released into the environment. <br />Correct immediately by having a properly licensed, trained, and certified contractor investigate the UDC's and obtain <br />a permit within one business day from the EHD if necessary. <br />This is a minor violation. <br /> 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br />The UDC 15/16 brine sensor was located with insufficient brine levels. The sensors monitoring the liquid level in the <br />interstitial space shall be maintained so that a breach in the primary or secondary containment is detected before <br />the hazardous substance is released into the environment. Correct immediately by having a properly licensed, <br />trained, and certified contractor investigate the components with a functional component and obtain a permit within <br />one business day from the EHD if necessary. <br />This is a Class II violation. <br /> 316 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003). <br />Water was found in the 91 fill sump. Secondary containment shall be constructed to prevent any water intrusion into <br />the system by precipitation, infiltration, or surface runoff. Immediately remove this liquid, make a hazardous waste <br />determination per Title 22 hazardous waste regulations, and manage accordingly. Immediately contact a properly <br />licensed, trained, and certified contractor to address the water intrusion into the 91 fill sump under permit and <br />inspection of the EHD. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork within 30 days of receipt of this report. <br />Note: Vacuum communication was not tested in the vent sumps, or dispensers. This testing will need to be <br />completed by the end of the month to complete the monitoring system certification. This inspection will be <br />billable. <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance.
