Hwy 88, Stockton, underground tank system <br /> A review of the above site indicates that the secondary piping system will not meet <br /> secondary test requirements of SB 989. This system does provide cathodic protection but <br /> will not pass a required pressure test. The present system is not a safe suction system <br /> with the check valve at the bottom. It is recommended that this system be replaced with a <br /> new primary and secondary piping system, although the system could meet code <br /> requirements according to the State Water Resources Control Board, SWRCB, by <br /> making the system a safe suction system. This repair would require that the present <br /> secondary system be used as a method of cathodic protection. <br /> The vent piping on this system is steel piping, which is not cathodically protected. These <br /> lines are a concern due to evidence that vapor may be method by which MTBE has been <br /> escaping into the underground. It would be recommended that the existing systems be <br /> replaced in order prevent possible contamination in the future. Due to the fact the system <br /> was installed with a ball float,the vent line system is exempt from regulation under the <br /> Underground Tank Law H&SC Section 25281.5 (b)(1). Therefore the EHD cannot <br /> require that this vent piping be changed as long as the vent has been properly protected <br /> with a ball float system.
