Yosemite Ave., Manteca, CA (Property No. 04-167) <br /> Dear Mr. Wilson: <br /> Please find enclosed SECOR's"Soil Investigation Report"dated April 8, 2002. This report documents the <br /> removal hydrocarbon-impacted soils following a surface spill at the above-referenced site and presents <br /> analytical results of soil samples collected following spill response efforts. <br /> Spill Response —January 2002 <br /> On January 5, 2002, 10 to 15 gallons of gasoline were spilled from a product dispenser at the subject site <br /> when a customer overfilled his gas tank. Immediately following the spill, a store employee hosed the area <br /> with water and washed the product onto exposed soils on the west side of the site. The Fire Department was <br /> then dispatched to the site. Their response efforts included placing sorbent blankets on the pooled water and <br /> product mixture, and checking storm drains to confine that they had not been impacted. Mr. Gene Stine of <br /> Time Oil Co. and Mr. Doug Wilson of the San Joaquin County Public Health Services Environmental Health <br /> Division were onsite to assist in coordinating spill response activities. <br /> Philip Environmental Services provided spill response measures including pumping the pooled water and <br /> product into drums and overexcavating all apparently impacted soils from the area of the spill. Following <br /> cleanup efforts, the final excavation measured approximately 5 feet by 24 feet with a depth of 8 to 10 inches. <br /> Upon proper characterization, the drummed soils and water were transported to Philip Services facility for <br /> proper disposal. Mr. Gene Stine of Time Oil Co. and Mr. Doug Wilson of the San Joaquin County Public <br /> Health Services Environmental Health Division were onsite to assist in coordinating spill response activities. <br /> On January 9,2002,a representative of SECOR collected six soil samples from the extent of the final <br /> excavation to confirm that spill response efforts were complete. Each of the samples was analyzed for TPH- <br /> g, BTEX, and fuel oxygenates. Sample S-2 contained residual concentrations of MTBE(0.009 ppm), but no <br /> other contaminants were identified at detectable concentrations. Samples S-1 and S-3 through S-6 did not <br /> contain detectable concentrations of contaminants. Sampling locations and a summary of analytical results <br /> are included on Figure 1 of the attached report,and analytical reports are included as Attachment 2. <br /> Based on analytical results, it does not appear as though hydrocarbons remain in soils at concentrations of <br /> concern in the area of the January 5,2002 spill. SECOR recommends that no further action be taken with <br /> resect to this issue.
