SECOR
April 8, 2002 International Incorporated
Ms. Anastasia Wilkinson
Time Oil Company
2737 West Commodore Way
Seattle, WA 98199-1233
RE: Soil Investigation Report
Jackpot Food Mart
1434 West Yosemite
Manteca, California
Dear Ms. Wilkinson:
SECOR International Incorporated (SECOR) submits this letter to summarize soil sampling
activities at the above referenced site. This investigation was requested by the San Joaquin County
Environmental Health Division and authorized by Time Oil Company.
On January 5,2002 approximately two gallons of gasoline spilled from a dispenser island onsite as a
result of a customer overfilling his vehicle. A station employee spray washed the product from the
spill area into a dirt planter. The planter is located on the west side of the property; and is
approximately 24 feet in length and 5 feet wide. On January 5, 2002, Phillip Environmental
Services,a Time Oil Company contractor, responded to the spill and removed the top 8 to 10 inches
of soil from the planter. The removed soil was placed into drums, pending the evaluation of disposal
options.
On January 9, 2002,a SECOR representative arrived onsite to perform confirmation soil sampling
activities. The objective of this investigation was to determine if the remaining soil in the planter
was impacted by the product spill. Six holes were dug to one foot below ground surface(Figure 1).
Each hole was approximately four feet apart. A six-inch soil sample was extracted from each hole
using an impact sampler fitted with a brass sample sleeve. Soil removed to facilitate sampling was
backfilled in each hole at the end of sampling event.
All down-hole sampling equipment was washed in a detergent solution and rinsed with clean
distilled water to prevent cross-contamination between samples. All wastewater generated during
the sampling operations was placed in a 55-gallon drum at the site.
Soil sample tubes collected for laboratory analysis were sealed with Teflon tape and plastic end
caps. The samples were labeled with the appropriate sample location (S-1 through S-6), time and
date of collection, and placed in ice-cooled storage. Samples were sent under chain of custody to
Excel Chem Environmental, a state-certified laboratory. The soil samples were analyzed for the
following constituents:
Projects\T=eoil-M=teca\Spill LetterAm April 8,2002
3017 Kilgore Road, Suite 100, Rancho Cordova, CA 95670 916.861.0400 916.861.0430 Fax www.secor.com
