4 A 55 -gallon container of used fuel filters at the Tracy facility was found not <br />marked according to this section during the April 3, 2008, routine hazardous <br />waste inspection. <br />Title 22, CCR 66266.130 (c)(4) Stored less than one ton of used filters for over one <br />year. Storage of less than one ton of used oil filters shall be limited to one year. Storage <br />of one ton or more of used oil filters is limited to 180 days. <br />4 A 55 -gallon container of used fuel filters was found stored on site at the Tracy <br />facility for over one year at the time of the April 3, 2008, routine hazardous waste <br />inspection. <br />Title 22, CCR 66266.130 (c)(5) Failed to retain bill of lading for used oil filters for <br />three years. Persons generating, transporting, or receiving used oil filters shall use a <br />bill of lading to record the transfer of used oil filters. Bills of lading must indicate <br />generator, transporter, and receiving company names, addresses, telephone numbers, <br />the quantity and size of used oil filter containers transferred, and the date of transfer. A <br />copy of each bill of lading must be kept on the premises of the generator, transporter, <br />and receiving facility where the used oil filters were handled. Copies of bills of lading <br />shall be kept for a period of three years. <br />4 No receipts for the disposal of used fuel filters were found on site at the Tracy <br />facility during the April 3, 2008, routine hazardous waste inspection. <br />Title 22, CCR 66273.13 (c)(1) Used lamp storage. A small quantity handler of <br />universal waste shall contain any lamp in containers or packages that are structurally <br />sound, adequate to prevent breakage, and compatible with the contents of the lamps. <br />Such containers and packages shall remain closed and shall lack evidence of leakage, <br />spillage or damage that could cause leakage under reasonably foreseeable conditions. <br />4 Used fluorescent lamps were found leaning on a wall at the Manteca facility at <br />the time of the May 8, 2008, routine hazardous waste inspection. <br />Title 22, CCR 66273.14 (c) Labeling used lamps. Each lamp or a container or <br />package in which such lamps are contained shall be labeled or marked clearly with one <br />of the following phrases: "Universal Waste -Lamp(s)," or "Waste Lamp(s)," or "Used <br />Lamp(s)." <br />4 Used fluorescent lamps were found not marked or labeled according to this <br />section at the Manteca facility at the time of the May 8, 2008, routine hazardous <br />waste inspection. <br />Title 22, CCR 66273.15 Universal waste accumulation time limits. <br />(a) A small quantity handler of universal waste may accumulate universal waste for no <br />longer than one year from the date the universal waste is generated, or received <br />from another handler, unless the requirements of subsection (b) of this section are <br />met. <br />(b) A small quantity handler of universal waste may accumulate universal waste for <br />longer than one year from the date the universal waste is generated, or received <br />from another handler, if such activity is solely for the purpose of accumulation of <br />such quantities of universal waste as necessary to facilitate proper recovery, <br />treatment, or disposal. However, the handler bears the burden of proving that such <br />activity is solely for the purpose of accumulation of such quantities of universal waste <br />as necessary to facilitate proper recovery, treatment, or disposal. <br />(c) A small quantity handler of universal waste who accumulates universal waste shall <br />be able to demonstrate the length of time that the universal waste has been <br />13 <br />
