Title 23, CCR 2635 (b)(1) Spill container. All underground storage tanks shall be <br />equipped with a spill container and an overfill prevention system as follows: <br />(1) The spill container shall collect any hazardous substances spilled during product <br />delivery operations to prevent the hazardous substance from entering the subsurface <br />environment. The spill container shall meet the following requirements: <br />(A) If it is made of metal, the exterior wall shall be protected from galvanic corrosion. <br />(B) It shall have a minimum capacity of five gallons (19 liters). <br />(C) It shall have a drain valve which allows drainage of the collected spill into the <br />primary container or provide a means to keep the spill container empty. <br />4 The 89 -octane spill container at the Tracy facility was tested and failed to hold a <br />minimum of 5 gallons on September 8, 2005, and was not repaired until November <br />10, 2005. <br />Title 23, CCR 2637 (a) Secondary containment test performed. Secondary <br />containment systems installed on or after January 1, 2001 shall be tested upon <br />installation, 6 months after installation, and every 36 months thereafter. Secondary <br />containment systems installed prior to January 1, 2001 shall be tested by January 1, <br />2003 and every 36 months thereafter. <br />4 Secondary containment testing for the Tracy facility was last performed on <br />April 15, 2002, and was due by April 2005. Testing was completed on March 20, <br />2006, eleven months late. <br />4 Secondary containment testing for the Manteca facility was last performed on <br />October 23, 2003, and was due by October 2006. Testing was completed on <br />January 13, 2009, fifteen months late. <br />Title 23, CCR 2637 (e) Secondary containment test report. Underground storage <br />tank owners and operators shall submit a copy of the test report to the local agency <br />within 30 days of the completion of the test. <br />4 The January 13, 2009, secondary containment test report for the Manteca <br />facility was not submitted. <br />Title 23, CCR 2638 (a) Annual monitoring certification and line leak detector <br />testing. All monitoring equipment used to satisfy the requirements of this article shall be <br />installed, calibrated, operated and maintained in accordance with manufacturer's <br />instructions, and certified every 12 months for operability, proper operating condition, <br />and proper calibration. Written records shall be maintained as required in section 2712. <br />4 Monitoring certification and line leak detector testing at the Manteca facility <br />were performed fourteen months late on November 8, 2005. <br />4 Monitoring certification and line leak detector testing at the Tracy facility were <br />performed eight months late on December 30, 2005. <br />4 Monitoring certification and line leak detector testing at the Manteca facility <br />were performed four months late on March 9, 2007. <br />4 Monitoring certification and line leak detector testing at the Tracy facility were <br />performed three months late on March 28, 2007. <br />4 Monitoring certification and line leak detector testing at the Manteca facility <br />were performed two months late on May 8, 2008. <br />Title 23, CCR 2638 (d) Monitoring system certification test report. UST owners and <br />operators shall submit a completed "Monitoring System Certification" form to the local <br />agency within 30 days after completion of the inspection. <br />16 <br />
