Response: We apologize for any confusion caused by the list of employees that was posted at the Gas Station at the time of the inspection. The "Gas Station Certified Employees 3/26/10" list that was posted in the data but was a list of all of the Costco employees at the Tracy location that had completed the Costco University Gas Station certification training as of March 26, 2010. This training is part of Costco's internal training program for its gas station employees. While completion of the Costco University certification training is required in order to work at a Costco gas station, completion of this training alone does not qualify employees to begin working at a gas station. The list that was posted at the time of the inspection was not a list of Designated Operator trained employees. Immediately following the inspection, the Costco University training list was removed and was replaced with a current list of all of the Gas Station employees that have been trained by a Designated Operator within the last 12 months. The Designated Operator training for employees who work at our Tracy Gas Station is conducted by Belshire Environmental Services, Inc. I have included a copy of the current list of employees that have been trained by a Designated Operator that is now posted at the Gas Station. All of the employees on this list have received training from a Belshire Designated Operator within the last 12 months. It is unfortunate that the wrong list of employees was posted at the Gas Station at the time of your inspection. However, in light of the concerns raised in your report, we conducted a thorough review of the employment and training status of each employee identified in your report that was listed on the "Gas Station Certified Employees 3/26/10" list.
