The top of the <br /> five-foot diameter UST is located at a depth of eight feet bgs. Any attempts to excavate and remove the <br /> { tank from the site, as is conventionally done to permanently close a UST, were determined by Condor to <br /> iV pose a threat to the structural integrity of the structure. The mitigation of these threats would require <br /> engineered solutions at considerable expense to the client. Additionally,the nature of the contamination at <br /> ` the site has no established regulatory requirements and does not pose a fire or explosion threat. The San <br /> #� Joaquin County Environmental Health Department (EHD) and the City of Stockton Fire Prevention <br /> Division (FPD) had no objections to Condor's recommendation to permanently close the UST in place. <br /> 0 <br /> On August 12, 2002, a Condor representative was on site to coordinate the permanent closure of the UST. <br /> Ms. Michelle Sterni-Le of the EHD was on site to observe the closure process. Ms. Sterni-Le also acted <br /> 3 on behalf of inspector Kent Miller of the FPD, who was unavailable. <br /> Approximately 200 pounds of dr ice was laced in the UST to evacuate oxygen as and an remaining <br /> pp Y p Y p Yg g Y g <br /> petroleum hydrocarbon vapors. An oxygen and lower explosive limit (O,/LEL) meter was used to <br /> monitor the evacuation. Prior to filling the UST, the oxygen level inside the UST was 61/6 and the LEL <br /> was 0%. Approximately 7.5 cubic yards of three-sack concrete was funneled into the UST through the fill <br /> pipe. The monitor pipe was used both as a breather and to inspect the concrete level.
