David and Marianne Warwick
Heritage Square UST Tank Closure Report
Page 4
Conclusions
The soil sample analytical results are consistent with the soil sample analytical results presented in the
Phase 11 Environmental Assessment Report dated July 3, 2002. The UST was permanently closed in place
following established guidelines and according to the Underground Storage Tank Closure in Place Work
Plan submitted to and approved by EHD and FPD. The field observations and analytical data indicate that
soil beneath the UST at the site has been impacted by a release of petroleum hydrocarbons from the UST.
Based on the results of the various phases of work performed, Condor believes that the release of
petroleum hydrocarbons in association with the UST at the site has had a limited impact because the tight
clay soils at the site appear to have vertically and laterally restricted contaminant mobility. Furthermore,
the material in the tank, presumed to be a heavy fuel oil, is much less mobile than lighter-fraction
' petroleum products, and the material in the soil is likely to be highly weathered.
Limitations
The scope of work conducted for this report did not include other services that are not described in this
report. Land use, site conditions (both on-site and off-site), and other factors will change over time. Site
activities and regulations beyond our control could change at any time after the completion of this report.
The soil sampling is not intended to identify all possible concerns, or to eliminate all risk of the subject
property bearing some degree of environmental liability. Condor cannot and will not warrant or certify
that the site is free of contaminants.
Condor developed the interpretations and conclusions presented herein in accordance with generally
accepted principles and practice. Conclusions presented in this report are professional opinions based on
limited information obtained at the time of our site visits. Condor has endeavored to determine as much as
practical about the site using conventional practices given our scope of services. Condor makes no
representation as to the subsurface conditions at locations or times other than those sampled by our
a employees and reported in this document.
If any changes are made or errors found in the information utilized in this report, the interpretations and
conclusions contained herein shall not be considered valid unless the changes are reviewed by Condor
i' and either appropriately modified or re-approved in writing.
i 5
I
i CONDOR
4
