Cotulla, R.E.H.S <br /> June 10, 2003 <br /> Page 5 <br /> Concluding that natural attenuation would be an appropriate remediation option due to the non- <br /> presence of constituents of concern at the Site, Condor submitted a proposal to the County on <br /> July 8, 2002 recommending that the UST be closed in place and that the abandoned water well <br /> be destroyed.9 On July 26, 2002, the County again was at the Site to supervise additional soil <br /> sampling beneath the UST.10 On July 27, 2002, the UST was further excavated, cleaned and <br /> portions of pipes removed and capped. At the request of the County, aboveground piping in the <br /> basement of the 1916. building was also removed. After issuing a permit to permanently close <br /> the UST in place, the County again returned to the Site on August 12, 2002 to observe the <br /> permanent closure of the UST The County issued a directive letter to the School District <br /> - . - - -- - -- <br /> requesting further investigation of soil and groundwater contamination on August 16, 2002. <br /> However, after reviewing a letter report dated August 28, 2002 summarizing the UST closure <br /> activities and a No Further Action Request dated October 9, 2002, the County issued a No <br /> Further Action letter dated November 6, 2002 confirming the completion of the investigation. <br /> In sum, the Warwick performed those activities necessary to.investigate and analyze the effects <br /> of an unauthorized release from a UST on the Property. After properly investigating and <br /> evaluating the release, they concluded that closure in palace of the UST adequately protects <br /> human health, safety, and the environment and protects current and potential beneficial uses of <br /> water. These activities were performed under the supervision, direction and approval of the <br /> County. We therefore respectfully request that the County .issue a letter to the Warwicks <br /> confirming that the Warwicks, under the direction of the County, took corrective actions.
