i <br /> L <br /> tl <br /> PHASE H ENVIRONMENTAL SITE ASSESSMENT REPORT <br /> 1025 EAST MAIN STREET <br /> STOCKTON, SAN JOAQUIN COUNTY, CALIFORNIA <br /> January 31,2008 <br /> L <br /> 1.0 INTRODUCTION <br /> L Condor Earth Technologies, Inc. (Condor) conducted a Phase II Environmental Site Assessment (ESA) <br /> for property located at 1025 East Main Street, located in downtown Stockton, San Joaquin County, <br /> California (Figures 1 and 2, Appendix A). The purpose of the work was to further investigate the <br /> L Recognized Environmental Conditions (RECs) identified in the Phase I ESA report, dated November 5, <br /> 2007, prepared by Condor. The evaluated properties include three parcels designated as Assessor Parcel <br /> Numbers (APNs) 151-201-02, 151-201-03, and 151-201-06 (Site), totaling 1.9 acres. The Phase II ESA <br /> L comprises a screening of site soils for the presence of petroleum hydrocarbons, arsenic, and lead from the <br /> former railroads and spur lines; a screening of site soils around the perimeter of the depot for <br /> organochlorine pesticides and lead; and a screening of groundwater for petroleum hydrocarbons, semi- <br /> volatile organic compounds (SVOCs) and volatile organic compounds (VOCs) beneath the Site. Condor <br /> conducted this work under contract with the San Joaquin Regional Rail Commission(Client). <br /> 1. 2.0 SITE BACKGROUND <br /> The following information is based on the Phase I ESA conducted by Condor. The Site was historically <br /> used as a train depot from the early 1900s to the 1970s. Based on our review of the Sanbom maps,prior <br /> to its development, the Site was mostly vacant land with one residence on the northern portion of the <br /> ` Site. Interviews with the Site owner revealed that the Western Pacific Railroad (WPRR) train depot was <br /> constructed in 1909. The current owner purchased the Site in 2003. Prior to that, the Site was used for <br /> L recycled building materials storage from 2001-2003, and for a boxing club for approximately 20 years <br /> prior to that. Several rail lines and spur lines have been previously located on the Site. The western <br /> portion of the Site is currently used for vehicle and automotive parts storage. The remainder of the Site is <br /> j- used for an office(depot building)and storage of construction equipment. <br /> L Several properties with underground storage tanks (USTs) were located within ''/, mile of the Site. Some <br /> L of these properties have had or may currently have identified groundwater contamination that may pose <br /> as a risk to the Site.Based on the Phase I ESA,off-site properties posing the highest risk to the Site are: <br /> • 1102 East Weber Avenue (90 feet east of the Site) is the former location of a bulk fuel storage <br /> ` facility that operated for several decades around the 1950s. According to our file review at the <br /> San Joaquin County Environmental Health Department (SJCEHD), 15 USTs were recently <br /> removed from this property. Groundwater at this location may be impacted by petroleum <br /> hydrocarbons. <br /> • 936 East Weber Avenue (200 feet west of the Site) is the location of a former leaking gasoline <br /> UST. According to SJCEHD files, petroleum hydrocarbon-impacted soil and groundwater <br /> remains at this location. <br /> • 931 East Weber Avenue (350 feet west of the Site) is the location of the nearest groundwater <br /> boring conducted during a Phase II ESA in 2003. Groundwater contained tetrachloroethylene <br /> (PCE), a chlorinated solvent and several SVOCs. <br /> • 800 East Main Street (700 feet west of the Site) is the location of a former service station. <br /> Groundwater is impacted by petroleum hydrocarbons at this location. <br /> 1. <br /> w <br /> +i/) CONDOR <br /> L <br />
