T <br /> MONITORING AND REPORTING PROGRAM NO. 96-816 - 2 - <br /> POST-CLOSURE <br /> 2 - <br /> POST-CLOSURE MAINTENANCE AND MONITORING <br /> UNOCAL CORPORATION AND AGRIUM, INC. <br /> SAN JOAQUIN COUNTY <br /> COVER AND DRAINAGE CONTROL FACILITIES <br /> MAINTENANCE AND MONITORING <br /> Annually, prior to the anticipated rainy season, but no later than 15 September, the cover systems <br /> shall be inspected for damage to the slopes, surface seal coat, and asphaltic concrete pavement. <br /> Any drainage control system (i.e., french drain, collection sumps, etc.) shall be inspected for <br /> damaged sections, debris, vegetation, and other conditions which could be detrimental to the <br /> system's operation. The cover slopes shall be inspected for erosion, settlement, or subsidence, and <br /> burrowing activities from rodents or other small animals or other conditions which may necessitate <br /> replacement of disturbed asphalt. In addition, the Discharger shall estimate the remaining life of the <br /> asphaltic concrete cover. <br /> The caps were designed for an approximate ten year life-span; therefore, the 30 October 2006 report <br /> shall also contain plans and a timeline for re-capping the former evaporation ponds. This <br /> requirement may be waived by the Executive Officer if it is shown that the waste management units <br /> no longer have the potential to impact water quality. <br /> Any necessary repairs or routine maintenance to the cover, cover slope, and drainage control system <br /> shall be completed by 15 October of each year, unless an extension is granted by the Executive <br /> Officer. Routine maintenance should consist of, at a minimum, annual crack sealing and seal <br /> coating every five years (or more frequently if visual inspection dictates the need). <br /> PERMANENT SURVEY MONUMENT MONITORING <br /> Every ten years, the Discharger shall survey the location of the permanent survey monuments. The <br /> results of the fust re-survey shall be included in the 30 October 2006 report. The surveys shall be <br /> compared to previous surveys and the results submitted to the Board. <br /> REPORTING <br /> In reporting the monitoring data, the Discharger shall arrange the data in tabular form so that the <br /> date, constituents, concentrations, and units are readily discernable. <br /> 1. Quarterly reports shall be submitted to the Board by the 30th day of January, April, July, <br /> and October. Each quarterly report shall include the depth to groundwater data and a <br /> groundwater contour map. <br /> 2. Semiannual reports shall be submitted to the Board by the 30th day of April and. October, <br /> and may be combined with the quarterly report. The semiannual reports shall include a <br /> description of the semiannual sampling event, a ground water contour map, laboratory <br /> analytical result sheets, and in tabular form, water quality data and depth to ground water. <br />
