INFORMATION TO BIDDERS <br /> SOIL EXCAVATION AND LINER/CAP CONSTRUCTION <br /> PUREGROBREA FACILITY <br /> 1905 NORTH BROADWAY AVENUE, STOCKTON, CALIF. <br /> SECTION 1. <br /> STATEMENT OF WORK <br /> Part 1. General <br /> The bidder shall furnish all labor, equipment, materials, and services to perform the work <br /> described below, in accordance with the technical provisions and the accompanying drawings. <br /> The work will consist of excavation and stockpiling of soil from two excavation areas, subgrade <br /> preparation and testing, liner placement,backfilling, compaction, compaction testing,paving, and <br /> survey control for the construction of a liner and cap system at two former surface impoundments <br /> (evaporation ponds) at the PuregroBrea Facility, 1905 North Broadway Avenue, Stockton, <br /> California. <br /> Submittal of a bid for this project shall include submittal of a completed bid schedule (see <br /> Section 2.), a proposed schedule for completion of the work described herein, and a list of all <br /> equipment to be used on the project and the hourly rates to be charged for use of the equipment. <br /> The bidder shall also provide with the bid a listing of all major subcontractors to be utilized in <br /> the completion of the work described herein, and shall describe the portion of the work to be <br /> performed by each subcontractor. <br /> Oversight for this work shall be provided by Unocal's consultant, Sierra-Pacific Groundwater <br /> Consultants, Inc. (Sierra-Pacific), located at 4911 Windplay Drive, Suite 4, EI Dorado Hills, <br /> California. The successful bidder (hereinafter referred to as the Contractor) will be required to <br /> prepare and submit to Unocal a site-specific health and safety plan. The health and safety plan <br /> shall incorporate the information in both the Sierra-Pacific health and safety plan and the Unocal <br /> health and safety plan for the site. Copies of these health and safety plans will be provided to <br /> the Contractor. <br /> Sierra-Pacific's designated on-site coordinator shall be the site safety officer(SSO) for this work. <br /> Level D personal protective equipment(PPE) shall be required for all site work, unless otherwise <br /> specified by the SSO. If contaminated excavated materials pose a dermal contact or inhalation <br /> hazard to on-site personnel during the work, the SSO may require the use of level C PPE for the <br /> duration of the exposure hazard. The bidder shall be prepared to implement this level of PPE <br /> while excavation work is in progress. Level C and level D PPE will conform to the EPA's <br /> Office of Emergency and Remedial Response standard, and will be maintained and inspected in <br /> accordance with the Code of Federal Regulations under 29 CFR 1910.132. <br /> The Contractor shall be responsible for obtaining all required permits for this work. The <br /> Contractor shall also be responsible for locating and protecting all existing utility lines, product <br /> conveyance lines, and other improvements in the work area.
