Mr. Robert Jackson -3- .
20 January 2012
• Estimated extent of the treatment zone, transition zone, and compliance zone.
• A proposal to determine background concentrations of geochemical parameters.
• A proposed pilot study monitoring program.
• A contingency plan, including compliance points.
• An initial Study Checklist for CEQA compliance.
• An Interested Parties list, including adjacent neighbors and landowners.
• A draft Fact Sheet for distribution to the interested parties.
When the application items are received and satisfactory, CPS will circulate the fact sheet to
interested parties, and Central Valley Water Board staff will post the draft Monitoring and
Reporting Program and a draft Notice of Applicability on their website. The fact sheet
circulation, concurrent with the website posting provides a 30-day public comment period for
interested parties. At the end of the 30-day comment period, Central Valley Water Board staff
will address comments, and submit the Notice of Applicability to the Executive Officer for
consideration of coverage under the General Order for InSitu Remediation. When the
Executive Officer signs the Notice of Applicability and the Monitoring and Reporting Program,
CPS is free to conduct the remediation as proposed.
Summary
CPS should add analyses of manganese and sulfate to the array of analytes that will help
design a treatability study.
By 24 February 2012, please provide a revised monitoring well destruction workplan, and
consider revising the well installation workplan to describe clustered well pairs. By 25 May
2012, please provide a monitoring well installation report and a workplan describing the
treatability study.
Central Valley Water Board staff look forward to working with CPS to develop and pursue a
remediation path at this site. If you have any questions, you may contact me by telephone at
(91 ) 464-46 , or by email at aterrell@waterboards.ca.gov.
A Y TERRELL
Private Sites Cleanup Unit
cc: Mr. Michael Infurna, San Joaquin County Environmental Health Department, Stockton
Mr. Brian Duggan, Crop Production Services, Loveland, CO
Mr. Todd Leonard, Rubik Environmental, Inc., Reno, NV
