(Rubik) is submitting an
amendment to the December 16, 2011 Remedial Action Plan (RAP) for the CPS Stockton
branch. This amendment addresses comments provided by the California Regional Water
Quality Control Board (CRWQCB) and the San Joaquin County Environmental Health
Department (SJCEHD) in a January 20, 2012 letter to CPS. In the letter, the CRWQCB
requested a revised work plan for the destruction of well MW-2 and recommended an alternative
strategy for the installation of new monitoring wells to be constructed in the A- and B- water
bearing zones. The revised scope of work for monitoring well destruction and well installation is
provided below.
Monitoring Well Destruction
Monitoring well MW-2 is located at the southern corner of the former north pond, outside of the
cap/liner system, and is screened from 68 to 88 feet below the ground surface (bgs; see Figure
1 and Appendix A). Well MW-2 will be destroyed by over-drilling the well to its total depth of 88
feet bgs. The well will be over-drilled with a minimum 8-inch diameter auger to remove the
entire well casing and screen, filter pack, and annular seal. Once the well materials have been
removed, the resulting annulus will be backfilled with neat cement using a tremie pipe. The
cuttings will be managed as investigation derived waste (IDW) as described below. The well
vault and concrete pad will be removed and disposed offsite as non-hazardous waste.
Monitoring Well Installation
Four paired monitoring wells (MW-2A/B, MW-22A/B, MW-23A/B, and MW-24A/B) will be
installed in the A and B water-bearing zones on site. Wells MW-2A and MW-2B will be installed
at the southern corner of the former north pond and may be moved further northwest if access to
Report Avenue or the right-of-way can be secured. An additional B-zone well (MW-25B) will
also be installed adjacent to well E-1. The proposed well locations are presented on Figure 1.
