Yosemite <br /> Manteca, CA <br /> We have completed our review of the Problem Assessment Report (PAR) <br /> dated September 29, 1990, prepared �by Nations Groundwater <br /> Associates for the above listed site and have the following <br /> comments. <br /> ,1. The extent of contamination in'lsoil and groundwater has <br /> only been interpreted by computer modeling. "Zero lines" <br /> for soil and groundwater contamination must be physically <br /> confirmed through additional monitoring wells and soil <br /> borings. <br /> i <br /> 2 . Additional measurements to confirm the gradient should be <br /> made. The additional monitoring wells and soil borings <br /> should be placed with respect to the confirmed gradient. <br /> A Work Plan for these monitoring wells and soil borings <br /> should be submitted to this office by March 1, 1991. <br /> 3 . Prior to operating the soil venting system, a permit from <br /> San Joaquin County Air Pollution Control District (APCD) <br /> is required. We received a copy of your November, 1990 <br /> letter to APCD requesting operation of a soil venting <br /> system without the use of air emission control devices. <br /> In a telephone conversation with Ali Mohammad, APCD, we <br /> have been advised that this request has been denied. In <br /> addition, after completion of soil venting, placement of <br /> soil borings will be required to confirm the soil <br /> contamination has been adequately remediated. <br /> i <br /> A Division of San Joaquin County Health Care Services <br />
