Yosemite <br /> Manteca, CA <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the <br /> "Quarterly Groundwater Monitoring Reports" dated December 8, 1992 and February 11, 1993; the <br /> information for the "National Pollutant Discharge Elimination System Permit" dated November 30, 1992; <br /> and the information on the "Vapor Extraction Source Test" dated October 20, 1992 prepared by Aegis <br /> Environmental, Inc. for the above referenced site. . <br /> On March 5, 1993, the public notification period for the "Final Remediation Plan" and its addendum <br /> began. A copy of the public notice that was distributed to the surrounding businesses and residences is <br /> enclosed for your information. <br /> In the addendum to the "Final Remediation Plan" it is stated that the work outlined in the well <br /> installation work plan dated April 30, 1992 will proceed after remodeling of the service station. As stated <br /> in the PHS/EHD letter dated June 22, 1992, plans for groundwater extraction should not be finalized until <br /> the monitoring wells have been installed and the plume of groundwater contamination has been physically <br /> defined. Proceeding with this work should not be based on remodeling of the service station. In fact <br /> destruction of MW-3 must be completed prior to building over that area. Completion of the work should <br /> be done by April 5, 1993,which is the date that the "Final Remediation Plan" may become final. <br /> It is stated in quarterly reports July 1992 through February 1993 that MW-IB was not sampled due to the <br /> presence of floating liquid hydrocarbons. Table 2 of the analytical results indicates "sheen". The floating <br /> liquid hydrocarbons should be removed from this well. If the floating hydrocarbons can be bailed off the <br /> well should be sampled. <br /> If there is measurable free product it should be removed from the well using appropriate recovery and <br /> disposal techniques per California Code of Regulations Title 23, Division 3, Chapter 16, Section 2655. A <br /> free product removal plan should be submitted to PHS/EHD within 45 calendar days of the date of this <br /> letter. In addition free product removal reports shall be included in your quarterly reports and should <br /> include the following information: <br /> A Division of San Joaquin County Health Care Services <br />
