Howard Road <br /> Stockton,California <br /> Conestoga-Rovers&Associates, Inc. (CRA) is pleased to present this proposal to conduct a Phase II <br /> Environmental Site Investigation (Phase II) and provide California Environmental Quality Act(CEQA) <br /> support for potential redevelopment of the Tracy Unified Union School District's (TUSD) Delta Island <br /> School property located at 11022 W. Howard Road in Stockton, California (Site). The Site currently <br /> consists of a vacant school facility, constructed between 1971 and 1973,situated on an approximately <br /> 8-acre parcel of land. <br /> 1.0 PROPOSED SCOPE OF WORK <br /> 1.1 PHASE II ENVIRONMENTAL SITE INVESTIGATION <br /> The Phase I Environmental Site Assessment, ([Phase I ESA], CRA, December 2012) identified Recognized <br /> Environmental Conditions(RECs), Business Environmental Risks(BERs) and Non-Scope Considerations. <br /> As discussed with you and Mr.Addison Covert on March 4, 2012,TUSD would like to establish whether <br /> certain items may present an environmental concern at the Site, namely: <br /> • Lead in soil that could have resulted from wash down of the painted exterior walls, <br /> • Organochlorine Pesticides (OCP) in soil that could be present from former agricultural activities at <br /> the Site and/or the use of termiticides around wooden buildings built prior to 1989, and <br /> • Arsenic,that is known to be present in groundwater regionally,and could be present in soils due to <br /> former agricultural activities. <br /> CRA has prepared this proposal to conduct a Phase II based on these results of the Phase I ESA. CRA's <br /> proposed scope of work is based on the following two applicable regulatory guidance documents from <br /> the Department of Toxic Substances Control:Interim Guidance for Sampling Agricultural Properties <br /> (August 7, 2008), and Interim Guidance Evaluation of School Sites with Potential Soil Contamination as a <br /> Equal <br /> Employment Opportunity <br /> Employer <br /> Worldwide Engineering,Environmental,Construction,and IT Services <br />
