1 s • <br /> 1 <br /> 1.0 INTRODUCTION <br /> 1 Professional Service Industries, Inc. (PSI) has been retained by Interra Development Partners, <br /> Inc. to perform a subsurface investigation associated with property at the northeast corner of E. <br /> 1 Mariposa Road & Farmington Road, Stockton, California (subject property; Figure 1). <br /> 1.1 SITE LOCATION AND DESCRIPTION <br /> The Subject Property is located at the northeast corner of East Mariposa Road and Farmington <br /> Road in Stockton, San Joaquin County, California. This property is defined by the County of <br /> San Joaquin Assessor's Office as Parcel Numbers (APNs) 173-040-33, 173-040-34, 173-040- <br /> 35, and 173-040-36. The Subject Property consists of six single-story buildings totaling <br /> approximately 4,000 square-feet. The property at 2040 East Mariposa Road was constructed in <br /> 1 the late 1960s and has operated since at least 1970 as Snow-White Drive-in restaurant. The <br /> property at 2064 East Mariposa Road was constructed in the early 1957 and has operated <br /> since at least 1985 as Barker's Auto Upholstery. The property at 2088 East Mariposa Road <br /> was constructed in the early 1960's and has operated as a smog center (currently Sanchez <br /> 1 Smog) since at least 2000. The northeast portion of the Subject Property at 2811 Farmington <br /> Road is undeveloped with two mobile storage containers and several unused vehicles on the <br /> property. A single family residence and a residential trailer are located on the northwest portion <br /> ' of the Subject Property. <br /> 1.2 PHASE I ESA <br /> 1 PSI completed a Phase I Environmental Site Assessment (ESA) for the subject property dated <br /> August 6, 2007; the following is a brief summary of the findings of the Phase I ESA. <br /> 1 Regulatory Review <br /> 1 The Subject Property at 2088 East Mariposa Road is listed as having reported a release from a <br /> former UST system operated in connection with the service station. The subject property <br /> currently operates as a smog testing facility and has not operated as a service station since <br /> 1 1990. PSI reviewed files at the San Joaquin Department of Environmental Health (SJDEH) and <br /> Stockton Fire Prevention Division in regards to the investigation and remediation conducted at <br /> the Subject Property. The following is a summary of the information obtained. <br /> It is uncertain when the Subject Property was developed into a service station; however, <br /> according to the EDR database, four USTs were installed at the site in 1975; PSI did not obtain <br /> the installation date for the fifth 500 gallon waste oil tank at the subject site. In 1990, five USTs: <br /> 6,000, 5,000, 3,000, 2,000, and 500 gallons containing gasoline, diesel and waste oil were <br /> properly cleaned and removed from the subject property by Falcon Energy. As part of the <br /> removal process eight soil samples were collected from the tank excavation areas and lines, <br /> ' and product odor and staining were noted in several samples. Petroleum hydrocarbon <br /> contamination was identified in each of the initial eight samples with the worst contamination <br /> identified near the north dispenser island. In 1993 approximately 500 cubic yards of <br /> 1 contaminated soil were removed from the southern end of the excavation to an approximate <br /> depth of 35 feet bgs. <br /> 1 <br />
