According to Mr. Joseph Smith, the <br />mechanic in the shop, the liquid is pumped out by the hazardous waste hauler when they pick up the used oil. All <br />facility communications or alarm systems, fire protection equipment, spill control equipment, and decontamination <br />equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of <br />emergency. Spill containment shall be maintained clean and dry at all times. Immediately begin this practice. <br />This is a Class 11 violation. <br />403 <br />CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />A drain cart of used oil in the shop and a several drain and drip pans accumulated in the hazardous waste storage <br />area were observed storing used oil and used antifreeze without a lid. According to Mr. Joseph Smith, the drain cart <br />has not been used today. According to Mr. Robinson, the drip and drain pans are emptied at least every 90 days. <br />All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately <br />close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. <br />This is a Class 11 violation. <br />001 <br />CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. <br />Facility does not have a tank assessment for the 1,000 gallon used oil tank. The owner or operator of a hazardous <br />waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, professional <br />engineer, registered in California attesting that the system has sufficient structural integrity, is acceptable for the <br />transferring, storing, and treating of hazardous waste, and that the tanks and containment system are suitably <br />designed. Immediately have an assessment prepared for the used oil tank. Submit a schedule showing when this <br />will be accomplished to the EHD. <br />This is a Class I violation. <br />506 <br />CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br />Inspections of the hazardous waste tank system was not performed and documented.
