Section 8. Periodic Integrity Testing Schedule (2009 revision) <br /> I. Per 40 cfr 112.7(federal) and APSA (California jurisdiction) as well as Title 22 <br /> under California Environmental Protection, it is a requirement to conduct periodic <br /> integrity testing of each tank (including primary and secondary containment <br /> chambers) as well as publish any methodology for conducting the tests at a <br /> minimum of ten years from date of installation. <br /> The Test Protocol uses a UL/ULC/SWRI-fisted industry Standard (UL <br /> Standard 142,2080,2085 and 2245 at/below grade fuel storage) as well as <br /> patented 2-stage procedure in which the leak-detector port is accessed <br /> with a system which provides a camera view of the interstice (maintained at <br /> SPCC corporate office files) and a hydrocarbon sensor which discriminates <br /> liquid in the interstice as either water or petroleum product. In addition, <br /> per STI SP001, a third complimentary procedure of steel thickness is <br /> conducted due to the proximity of navigable waterways. NOTE: Steel <br /> thickness tests only evaluate the outer (2ndary containment) wall of ASTs, <br /> not the primary vessel. In conclusion, these methods have been evaluated <br /> and are approved as EQUIVALENT periodic-integrity-testing methods in <br /> accordance with Chapter 7-Regional Inspectors Guide/Hybrid AST <br /> technology as a matter of Sound Engineering Practices as certified by the <br /> PE of record on this revision of the spcc plan. <br /> Primary Containment Test Procedure for Tank #1 UL Standard 142 no serial # <br /> a) camera b) hydro-carbon sensor <br /> Secondary Containment Test Procedure for Tank#1 a) camera b) hydro-carbon <br /> sensor <br /> Primary Containment Test Procedure for Tank #2—this was performed in 2012 <br /> and is NO longer utilized as it is considered "destructive testing" due to findings <br /> by sub-group/part B of APSA committee as this practice can burst aging weld- <br /> seams in primary/secondary chambers of the AST (unlisted/no serial #) <br /> a) Nitrogen blanket introduced @ <1.0/>3.Opsig in accordance with API/STI <br /> protocols (actual pressure maintained at 2.0 psig as identified by photos on <br /> file)into atmospheric venVbalance of outlets capped. Low-pressure nitrogen <br /> blanket maintained for 1 hour duration with incremental readings @ 15-minute <br /> intervals. No degradation of pressure=leak-tight primary containment. <br /> b) Visual inspection with photos on file confirming no leaks from primary <br /> containment. <br /> c) Recent (2019) evaluations include steel thickness procedures per STi SP001 <br /> protocols. Only the outer/external wall of the AST may be evaluated using this <br /> procedure. Use of ongoing low-pressure (see item #a) has been determined by <br /> UUULC to constitute "destructive test methodology" due to damage to weld- <br /> seams from positive and/or negative pressure applied to the interstice or primary <br /> vessel. <br />
