®Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 27
Company Tracy Plant
The APSA[HSC §25270.5] gives the local Certified Unified Program Agency (CUPA)
the responsibility of conducting inspections at tank facilities with an aggregate storage
capacity of 10,000 gallons or more of petroleum at least every three years. The
purpose of the inspection is to determine whether the owner or operator is in
compliance with the SPCC Plan requirements of the APSA.
The APSA [HSC § 25270.8] also requires each owner or operator of a tank facility to
immediately report to the California Office of Emergency Services (Cal OES) and the
CUPA, upon discovery, the occurrence of a spill or release of 42 gallons or more of
petroleum. The discharge response procedures in Section 5.3.4 of this Plan and the
required response contact list in Section 5.3.1 of this SPCC Plan were developed in
compliance with this requirement of the APSA.
According to CA HSC §HSC 25270.2 (4) The definition of 'Aboveground storage
tank" does not include Oil-filled electrical equipment, including, but not limited to,
transformers, circuit breakers, or capacitors, if the oil-filled electrical equipment meets
either of the following conditions:
(A) The equipment contains less than 10,000 gallons of dielectric fluid.
(B) The equipment contains 10,000 gallons or more of dielectric fluid with PCB levels
less than 50 parts per million, appropriate containment or diversionary structures or
equipment are employed to prevent discharged oil from reaching a navigable water
course, and the electrical equipment is visually inspected in accordance with the
usual routine maintenance procedures of the owner or operator.
Section K of 40 CFR §112.7 allows for alternative requirements to general secondary
containment for qualified oil-filled operational equipment.
5.10 Qualified Oil-Filled Operational Equipment
A list of qualified oil-filled operational equipment is presented below in Table 5.10.
Table 5.10 Qualified Oil-Filled Operational Equipment
Shell
Qualified Oil-Filled Operational Equipment Type of Oil Capacity
Description
1I 120-Gallon Helical Weld Oil an Lube oil recirculating tank 1 120
21 114-Gallon B and Weld Oil Tank Hydra lic Oil 114
3 200-Gallon Bell Expander West Side Hydraulic Oil 200
4 350-Gallon Bell Expander East Side Hydraulic Oil 350
5 200-Gallon Hydro st Oil Tank Hydraulic Oil 200
6 110-Gal.Flash welder hydraulic tank Hydraulic Oil 110
7 114-Gallon Skimmer hydraulic tank Hydraulic Oil 114
8 96-Gallon Small expander Hydraulic Oil 96
9 80-Gallon Flare machine Hydraulic Oil 80
10 134-Gallon Big expander I Hydraulic Oil 134
11 170-Gallon D-load machine Hydraulic Oil 170
12 256-Gallon Ti down machine H draulic Oil 256
13 Transformer(mned by PG&E) Dielectric Fluid 120
su+orn.<oro.mmwnq«n• .rirvutw.ne-roz e
I
