SAN J O A Q U I N Environmental Health Department <br /> Y <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CHEVRON STATION#210997* 1442 Colony Dr, RIPON January 17, 2019 <br /> Item# Remarks <br /> 124 CCR 2637.2(d&e), 2665(a&b)"Overfill Prevention Equipment Inspection Report Form"not submitted within 30 days <br /> of inspection. <br /> Overfill prevention equipment inspection was conducted on 12/6/2018. A test report has not been submitted to the <br /> EHD or the California Environmental Reporting System (CERS). A copy of the test report must be submitted within <br /> 30 days of the test. Immediately provide this report to the EHD. <br /> This is a minor violation. <br /> 203 CCR 2712(b) Failure to maintain records of repairs, lining, and upgrades on site,for the life of the UST. <br /> On 4/6/2018 EHD witnessed replacement of spill containers in the 87 product and 91 product tank, no records of <br /> this repair was found on site. Furthermore overfill prevention equipment inspection report was conducted on <br /> 12/6/2018, the report form was not found on site at the time of this inspection. Records of repairs, linings, and <br /> upgrades for the UST system were not found on site. These records shall be kept on site for the life of the tank. <br /> Immediately locate and maintain these records on site and submit copies to the EHD. Manager on site was able to <br /> get the overfill prevention equipment inspection report form and spill container records for the 87 product and 91 <br /> product tank to correct the violations while inspector was on site. Corrected on site. <br /> This is a repeat violation, Class II. <br /> 206 CCR 2712 Failure to comply with UST operating permit conditions. <br /> A work order dated 6/1/18 was found on site stating"checked drop tube and found that the flapper is stuck halfway <br /> open, I checked the fuel levels with the stick and compared them to the V/R,they match close to what the stick <br /> says.Will need to order a new drop tube and replace it when it arrives and a new dispatch is issued"another work <br /> order was found on site dated 6/5/18 stating"repaired damaged drop tube" per the work orders found on site, <br /> repairs were conducted on the drop tube on 6/5/18 and a permit was not obtained from the EHD. Emergency <br /> repairs relating to UST system monitoring and release detection may be performed by a properly licensed,trained, <br /> and certified contractor pursuant to the EHUS policy and a permit obtained within one business day from the EHD. <br /> All other repairs must have a permit submitted to and approved by the EHD prior to beginning work. Immediately <br /> obtain a permit from the EHD for the drop tube repaired. A"Failure to Obtain a Permit"penalty applies. <br /> This is a minor violation. <br /> 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> Owners or operators of underground storage tanks that do not meet California Code of regulations,title 23 division <br /> 3, chapter 16 section 2635(c)(2)shall test overfill prevention equipment once by October 13th, 2018 and every 36 <br /> months thereafter; and within 30 days of the date of a repair.The site did not performed the testing by October 13th, <br /> 2018. Testing was conducted on 12/06/18, over one month late. Ensure to conduct overfill prevention equipment <br /> inspection within the time frame provided by the regulation and submit test results within 30 days of performing the <br /> inspection.
