Time In: 11:00 am <br /> Time Out: 11:45 am <br /> Food Program Complaint Inspection Report <br /> Name of Facility: Q&Q GRAND BUFFET Date: 08/08/2019 <br /> Address: 4704 PACIFIC AVE, STOCKTON 95207 <br /> Owner/Operator: ZHAO, SHAN YONG Telephone: (209)952-8688 <br /> Program Element: 1600-FOOD PROGRAM Complaint#: C00050258 <br /> DESCRIPTION OF COMPLAINT ALLEGATIONS <br /> The San Joaquin County Environmental Health Department received the following complaint: <br /> COMPLAINANT WAS AT FACILITY ON 8/2/19 AT 5:07 PM. COMPLAINANT CONSUMED FRIED FISH, FRIED RICE AND <br /> VEGETABLES IN SOY SAUCE. COMPLAINANT BELIEVES THE SOY SAUCE WAS BAD. COMPLAINANT BECAME ILL <br /> APPROXIMATELY 45 MINUTES AFTER EATING, SYMPTOMS INCLUDED DIARRHEA AND ABDOMINAL PAIN. <br /> RESTROOMS WERE'FILTHY'. COMPLAINANT STATES EVERY TIME THEY EAT THERE THEY BECOME ILL. SPOUSE <br /> CLAIMED CORN WAS SPOILED. <br /> VIOLATIONS AND CORRECTIVE ACTIONS <br /> Items listed on this report as violations do not meet the requirements set forth in the California Health and Safety Code commencing with section 7; <br /> 113700.All violations must be corrected within specified timeframe. Violations that are classified as"MAJOR"pose an immediate threat to public health <br /> and have the potential to cause foodborne illness.All major violations must be corrected immediately.Non-compliance may warrant immediate closure of <br /> the food facility. <br /> #43 Toilet Facilites Clean/Supplied/Maintained <br /> OBSERVATIONS:Rest room counter top edges have dirty caulking. Remove old caulking and replace by 2 weeks.Also <br /> clean faucet edges(base)with a brush-do this daily. <br /> CALCODE DESCRIPTION:Toilet facilities shall be maintained clean, sanitary and in good repair. Toilet rooms shall be separated by a <br /> well-fitting self-closing door. Toilet tissue shall be provided in a permanently installed dispenser at each toilet. The number of toilet <br /> facilities shall be in accordance with local building and plumbing ordinances. Toilet facilities shall be provided for patrons:in <br /> establishments with more than 20,000 sq ft. establishments offering on-site liquor consumption. He stated that none of the employees have been ill <br /> Food process: Fried fish is prepared 1 day in advance. It is thawed with cold running water and marinaded with chicken base <br /> mix and paprika. It is fried and transfered into walk in cooler. Before it is placed at buffet, it is re-fried. Fried rice is made fresh <br /> daily. Rice is made with diced onions, mixed vegetables, soy sauce,food coloring, and eggs.Vegetables are boiled and <br /> cooked with oyster sauce. Corn comes in frozen and boiled. <br /> Observations: Hand wash ok, sanitation ok,food temperatures ok, no evidence of vermin, rest rooms look dirty due to their <br /> age(old caulking,graffiti, stalls have rusted panels) <br /> NOTE: Soy sauce comes in large 5 gallon containers.
