Ramos <br /> maintenance personnel swept up the absorbent but did not get any of the subsurface debris. Oily staining and <br /> absorbent were observed both on and near the piping sumps. Liquid and debris were observed in both piping <br /> sumps. <br /> An oily liquid was observed floating on top of the storm water underneath a fuel filter in the secondary containment <br /> area. <br /> The ball valves on both sides of the secondary containment were open and located next to a piping sump. The <br /> manager closed the ball valves during the inspection. <br /> Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately clean up the <br /> liquid in the secondary containment, and the liquid and debris in the piping sumps. Make a hazardous waste <br /> determination for the waste, and manage it according the Title 22 hazardous waste regulations. Submit a statement <br /> and supporting documentation explaining how this waste was managed. If the piping sumps flow to the oil water <br /> separator, provide plans showing the layout. <br /> This is a repeat violation, Class ll. <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> Manifest number 017145974JJK(9-11-2017)was not found on site and manifest 016653849JJK(11/8/2016)was <br /> found without a signed off copy from the destination facility. Hazardous waste generators shall retain copies of all <br /> manifests for three years or until a copy signed off by the destination facility is received. The signed off copy shall <br /> be retained and made readily available for review for three years. If the generator did not receive a copy of the <br /> manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste was <br /> submitted within 60 days of the date the waste was accepted by the initial transporter,the generator shall submit a <br /> legible copy of the missing manifest,with some indication that the generator has not received confirmation of <br /> delivery. This information shall be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O.
