SAN J 4 A Q U 1 N Environmental Health Department <br /> —COUNTY <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> LUSTRE CAL NAMEPLATE CORPORATION 715 S GUILD AVE, LODI January 25, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> In the treatment area, one 55 gallon black metal drum containing activated carbon was observed without hazardous <br /> properties on the label. <br /> In the maintenance area: <br /> One 5 gallon container with used oil in it was observed with a hazardous waste label missing the physical state and <br /> the hazardous properties. <br /> One 55 gallon black steel drum containing non punctured/crushed oil filters was observed without a hazardous <br /> waste label. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties <br /> -physical state <br /> -composition(contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> This is a repeat violation, Class II. <br /> 3030 Per SB2111, 25143.13 of the California Health and Safety Code(HSC), 'silver-only' hazardous wastes are regulated <br /> according to RCRA regulations. The facility periodically generates enough RCRA waste to exceed the 100kg limit <br /> for very small quantity generators every year. According to the manager,the silver waste has been accumulated <br /> without disposing of it. <br /> Per 40 CFR 261.1(c)(8),A material is"accumulated speculatively' if it is accumulated before being recycled. A <br /> material is not accumulated speculatively, however, if the person accumulating it can show that the material is <br /> potentially recyclable and has a feasible means of being recycled; and that-during the calendar year(commencing <br /> on January 1)-the amount of material that is recycled, or transferred to a different site for recycling, equals at least <br /> 75 percent by weight or volume of the amount of that material accumulated at the beginning of the period. <br /> Materials must be placed in a storage unit with a label indicating the first date that the material began to be <br /> accumulated.
