(DTSC# 11-0211-0063) <br /> (C) Has witnessed dumping of improperly prepared or emptied or dried containers such as paint, <br /> primers, and related thinners and solvents into inside building dumpsters and outside building dumpsters <br /> to be disposed of by waste disposal contracted company. Locations: Paint department at the south-east <br /> corner of the building outside dumpsters are located next to the propane storage tanks. <br /> At time of inspection I did not observe dumping of improperly prepared or emptied or dried containers <br /> such as paint, primers, and related thinners and solvents into the facility dumpsters. Complaint is unable <br /> to be verified at this time. ; <br /> During the routine inspection the following violations were noted: <br /> i <br /> 7. Metal fines generated from the metal cutting machine are being accumulated for recycling as scrap ' <br /> metal without first determining particle size or hazardous properties. Any person who generates a waste <br /> shall determine if the waste is a hazardous waste. Immediately before recycling metal fines, make a <br /> hazardous waste determination for the metal fines, and manage it according to the Title 22 hazardous <br /> waste regulations. Particles 100 microns or smaller must be handled as hazardous waste if the metal is <br /> determined to be a hazardous waste. Submit a statement and supporting documentation explaining how <br /> this waste was managed by 3-8-11. Repeat Class 2 Violation. <br /> i <br /> 11. Some oil has spilled on the ground near the spill control equipment secondary containment pallets of <br /> the outside hazardous waste storage area of the south lot. Facilities shall be maintained and operated <br /> to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water <br /> which could threaten human health or the environment. Immediately clean up the spilled oil, and <br /> manage according to Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how this waste was managed by 3-8-11. Minor-Notice to Comply. <br /> 15. The secondary containment pallet spill control equipment for the red dye diesel drum(near boiler), i <br /> oily water drum(near press 1), and for the drums at the south storage lot, have liquid in them. All facility <br /> communications or alarm systems, fire protection equipment, spill control equipment, and <br /> decontamination equipment, where required, shall be tested and maintained as necessary to assure its <br /> proper operation in time of emergency. Correct immediately by removing the liquid from the secondary <br /> containment pallet spill control equipment, make a hazardous waste determination for the liquid, and <br /> manage it according to the Title 22 hazardous waste regulations.
