Two broken uncontainerized universal waste(UW) lamps, an open box of UW lamps, and 12 UW��� <br /> lamps not in a box that were stacked near the corner of the electrical room. A UW handler shall manage <br /> lamps in a way that prevents releases of any UW or component of a UW to the environment, as follows: <br /> (1) A UW handler shall contain any lamp in a container or package that is structurally sound, adequate <br /> to prevent breakage, and compatible with the contents of the lamp. Such a container or package shall <br /> remain closed and shall lack evidence of leakage, spillage or damage that could cause leakage under <br /> reasonably foreseeable conditions. (2) A UW handler shall immediately clean up and place in a <br /> container any lamp that is broken and shall place in a container any lamp that shows evidence of <br /> leakage or damage that could cause the release of mercury or other hazardous constituents to the <br /> environment. Containers shall be closed, structurally sound, compatible with the contents of the lamps <br /> and shall lack evidence of leakage, spillage, or damage that could cause leakage or releases of mercury <br /> or other hazardous constituents to the environment under reasonably foreseeable conditions. Correct <br /> immediately by managing facility UW per Title 22 hazardous waste regulations. Minor-Notice to Comply. <br /> 83. The UW lamps not in the box were not labeled. A UW handler shall label or mark UW to identify type <br /> of UW. Correct Immediately by labeling UW lamps as "Universal Waste Lamps)". Repeat Class 2 <br /> Violation. <br /> i <br /> 84. The UW lamps not in the box did not have documentation to indicate when they became a UW. The ' <br /> UW lamps in the open box had an accumulation start date of 1-25-10. It cannot be determined how long <br /> the UW lamps not in the box have been a UW. The UW lamps in the open box have been on site longer <br /> than one year. A UW handler shall accumulate UW for no longer than one year from the date the UW <br /> was generated, or was received from another UW handler. A UW handier shall be able to demonstrate <br /> the length of time that the UW has been accumulated from the date it became a waste or was received. <br /> Correct immediately by demonstrating when the UW became a UW. Immediately dispose of the UW <br /> lamps per Title 22 hazardous waste regulations. Submit a copy of the disposal record to this office by <br /> 3-8-11. Repeat Class 2 Violation. <br /> 85. Disposal records for UW were not on site.
