Acacia Street ~ <br /> Stockton, CA 95203 <br /> NOTICE OF VIOLATION <br /> This Notice of Violation is intended to notify Dameron Hospital of a violation of City <br /> Municipal Code Section 7-805 that was discovered on December 22, 2000. <br /> Violation <br /> Section 7-805 prohibits the discharge, directly or indirectly, to the City storm drain system of <br /> any pollutant, wastewater, or any substance or material which will interfere with the operation <br /> and performance of the City's storm drain system or violate the City's NPDES permit. In this <br /> instance, the discharge was wastewater from the hospital via a six-(6)inch line that is connected <br /> to the City's storm drain line located in Lincoln Street between Magnolia and Acacia Streets. <br /> This determination was made after systematically isolating sections of the storm drain system <br /> over the past week. Analysis of the discharge from the six-inch line showed the presence of <br /> total and fecal coliform, ammonia at 26.8 mg/1 and biological oxygen demand at 1200 mg/l. <br /> The source or sources of this wastewater need to be determined and stopped immediately. A <br /> plan detailing the actions that will be taken, including a schedule, to correct this situation. must <br /> be submitted to the City of Stockton. In addition,an estimate of the length of time the discharge <br /> has occurred and the total amount of the discharge are needed. A seal has been placed in the <br /> manhole into which your six-inch line discharges. The City will continue to maintain this seal <br /> to minimize the impacts of your discharge to the storm drain system. <br /> It should be noted that the costs incurred by the City of Stockton in responding to this illicit <br /> discharge will be the responsibility of Dameron Hospital.
