Facility had a visible leak and failed to prevent discharge from going into the drainage. Pursuant <br /> to CFR 112.8(b)(1) facility must be able to prevent discharge going into the drainage and also should be <br /> able to inspect accumulation prior to drainage, Immediately provide for the requirment in the SPCC. <br /> #42 and 43. Facility failed to design drainage system or an alternate method to retain discharge oil on <br />€ the facility. Immediately provide for the requirment in the SPCC plan. <br /> I <br /> #46. Facility has two 10,000 gallon tanks with no secondary containment. Immediately provide secondary <br /> containment pursuant to CFR I12.8(c)(2). <br /> #48. Facility has no records of testing the intergrity of the aboveground containers. Immediately provide regular <br /> scheduled intergrity testing or when repairs are made and keep records of all testing and inspection as required by <br /> CFR 112.8(c)(6). <br /> #52. Facility had a visible leak and the product was going into the city sewer. Immediately, make repairs to the <br /> leaky piping and avoid future occurances. Also,provide containment and valves to prevent free product to go in <br /> the drain that ends in the city of Manteca sewer line. <br /> #56. Facilitys piping system has no external support. Immediately provide sufficient support to the piping as <br /> required under CFR I I2.8(d)(3). <br /> #57. Facility failed to inspect aboveground valves, pipings and appurtenances as required by CFR 112.8(d)(4). <br /> Immediately, perform regular inspections to the aboveground valves,pipings and appurtenances and keep records. <br /> #59. Facility has no warnings to vehicles entering the facility to protect the aboveground tank as required by CFR <br /> 112.8(d)(5). Immediately provide appropriate warning signs for vehicles entering the facility to protect the <br /> aboveground tank system. <br /> I <br /> Notes <br /> 1. A complete return to compliance certification must be submitted to this office with the requested document to <br /> this office by 6111/10. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($115). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Received By: Title: <br />
